Abstract
Ympäristövaikutusten arviointimenettelyn (YVA) avulla pyritään vähentämään suurten hankkeiden haitallisia ympäristövaikutuksia. YVAssa tutkitaan ja vertaillaan erilaisia vaihtoehtoja hankkeen toteuttamiseksi. Tutkimalla vaihtoehtoisia toteutustapoja saadaan selville mahdolliset erot vaihtoehtojen ympäristövaikutuksissa. Ympäristövaikutusten arviointimenettely edellyttää vaihtoehtojen vertailua, mutta ei ota kantaa vertailun toteutukseen. Tutkimuksessa on selvitetty sitä, millainen monitavoitearviointiin pohjautuva menetelmä soveltuisi vaihtoehtojen vertailuun kotimaisissa YVA\hyp{}hankkeissa. Vastausta on etsitty tutkimuskirjallisuuden ja valittujen monitavoitearviointihankkeiden perusteella. Lopputulos on kuvaileva analyysi eri menetelmien vahvuuksista ja heikkouksista, mutta tutkimustavasta ja tapausten pienestä määrästä johtuen tuloksia ei voida laajasti yleistää. Nykykäytäntö YVA\hyp{}hankkeissa on erittelevä vertailu. Erittelevän vertailun tavoitteena on, että lukija pystyisi muodostamaan selkeän kuvan kunkin vaihtoehdon hyödyistä ja haitoista eri tekijöiden suhteen. Erittelevän vertailun havainnollisuus kuitenkin vähenee arvioitavien tekijöiden ja vaihtoehtojen määrän kasvaessa. Yhdistelevien menetelmien etuja on, että niillä voidaan tarkastella havainnollisesti lukuisia eri tekijöitä ja useampaa eri vaihtoehtoa. Arvopuuanalyysi soveltuu vaihtoehtojen järjestelmälliseen ja kokonaisvaltaiseen arviointiin. Siten kuin tässä työssä on kuvattu, menetelmällä voidaan tutkia tehokkaasti noin 3-5 ratkaisuvaihtoehtoa. Menetelmä mahdollistaa arvioijien subjektiivisten arvostusten sisällyttämisen arviointiin, jolloin voidaan havainnollistaa arvostuksissa olevien erojen vaikutusta lopputulokseen. SMAA on niin sanottu käänteismenetelmä, jota voidaan käyttää, jos saatavilla ei ole päätöksentekijöiden antamaa preferenssitietoa. Menetelmä sopii myös tapauksiin, joissa tarkastellaan suuripiirteisemmin hyvin suurta vaihtoehtojen joukkoa.

The environmental impact assessment (EIA) procedure aims at reducing the negative environmental impact of large projects. During the procedure a number of different alternatives for implementing the project are studied and compared to find out what differences there are in terms of the environmental impacts of different alternatives. The EIA procedure requires a comparison of alternatives but the method may be chosen freely. In this study we investigated the application of the methods of multi-criteria decision analysis (MCDA) to the comparison of alternatives in Finnish EIA projects. The problem was investigated based on research literature and a number of chosen MCDA cases. The end result is a qualitative analysis of the strengths and weaknesses of the studied methods, but due to the small number of cases the results may not be widely generalizable. The current practice in the Finnish EIA field is a qualitative or non\hyp{}aggregating method. The objective of the qualitative method is to give the reader a clear picture of the strengths and weaknesses of each alternative in terms of the different factors. A qualitative analysis, however, becomes more difficult to comprehend as the number of factors and alternatives increases. One of the benefits of quantitative or aggregating methods is that they are capable of exploring a large number of factors and alternatives in an understandable manner. Multi-attribute value theory (MAVT) is suitable for a systematic and comprehensive evaluation and comparison of alternatives. The approach described in this study is suitable for evaluating around 3-5 alternatives. The method enables a participatory approach where stakeholder values are elicited and explicitly incorporated into the the assessment. Stochastic multicriteria acceptability analysis (SMAA) is suitable for situations where preference information cannot be obtained. The method is also suitable for the preliminary analysis of a large number of alternatives.
