Abstract
Viime aikoina rantojen kehittäminen kaupunkien keskeisiksi virkistyksen ja vapaa-ajanvieton alueiksi on noussut suosioon. Helsingissä on useita suosittuja rantapuistoja, mutta myös kaupunkimaisia rantoja tulisi kehittää aktiivisempaan virkistyskäyttöön soveltuviksi. Historiallisesti merenlahteen päättynyt Bulevardin puistoakseli päättyy nyt liikenteen ja satamatoimintojen hallitsemaan Hietalahteen. Alueen kehittämisen tarve kasvaa, kun kantakaupunki laajenee länteen ja Hietalahden ranta-alueet ovat muodostumassa yhä keskeisemmäksi osaksi kaupunkia. Tässä diplomityössä esitetään yleissuunnitelma Hietalahteen. Suunnitelman tavoitteena on kehittää alue aktiivisemmaksi vapaa-ajanvietto ja virkistysalueeksi. Työssä pyritään parantamaan ympäröivän kaupunkirakenteen yhteyttä rantaan sekä ranta-alueiden yhteyttä mereen. Viiden hehtaarin kokoinen suunnittelualue käsittää Hietalahden ranta-alueen pohjoisosan sekä Hietalahdentorin. Suunnitelman kannalta keskeiset alueet esitetään tarkempina osa-aluesuunnitelmina. Työ jakautuu kolmeen osaan. Alussa tutustutaan kaupunkirantojen tarjoamiin virkistyspotentiaaleihin sekä Helsingin rantaviivan historiaan ja nykytilaan. Lisäksi määritellään suunnitelman lähtökohdat ja rajoitteet. Analyysin pohjaksi käytetään paikkakohtaista tietoa mm. alueen historiasta, liikenneyhteyksistä ja virkistysympäristöstä . Analyysi keskittyy maiseman ja suunnittelualueen nykytilan arviointiin. Analyysiosuuden tarkoitus on tunnistaa suunnittelu-alueen vahvuudet ja heikkoudet, sekä sen mahdollisuudet kehittyä houkuttelevana vapaa-ajanviettoalueena. Analyysin pohjalta alueen tärkeimmiksi kehittämistarpeiksi nousi liikenteen haittavaikutusten poistaminen, rantaviivan toimintojen monipuolistaminen sekä ranta-alueen korostaminen laajempana kokonaisuutena. Suunnitelman visioksi muodostui kaupungin ja meren välisen rajan rikkominen. Ratkaisuna tavoitteille esitetään koko Hietalahden laajuinen konsepti, jonka tarkoitus on sitoa kaupunki ja meri yhteen liitoskohtien, reittien ja laitureiden avulla. Liitoskohdat ovat arkkitehtonisesti korostettuja suojatieylityksiä, jotka liittävät ympäröivät kaupunkitilat ranta-alueeseen. Reitit jakavat eri liikennemuodot toisistaan ja yhdistävät Hietalahden osaksi Helsingin muita rantoja ja kaupunginosia. Laiturit lisäävät toimintoja ja palveluita vesirajaan sekä voimistavat alueen yhteyttä mereen. Suunnitelman lopputuloksena on laajennettu ranta-alue, jonka kokonaisuutta korostaa paikkaan suunniteltu kuvioitu corten-teräslevy. Suunnittelun suurimmiksi haasteiksi osoittautuivat laadullisesti merkittävien muutosten ehdottaminen alueelle, sillä nykyiset käyttötarpeet rajoittavat alueen muokkaamista voimakkaasti. Suunnitelman merkittävimmät toiminnalliset muutokset tehtiin torialueella. Ranta-alueen muutokset jäivät suunnitelmassa pienemmiksi liikenteellisten vaatimusten takia. Suunnitelmassa esitettyjä tilan järjestelyn konsepteja voidaan implementoida laajemmin Helsingin rantasuunnittelussa.

In recent years, cities worldwide have started to develop their waterfront areas for recreation and public use. While there are many successful waterfront parks in Helsinki, urban waterfronts should also be developed for more active recreational use. Bulevardi parkway, which historically had its end at an open sea bay, now faces a bay area ruled by traffic and port operations. The need for development in the area is growing as the city is expanding to the west and Hietalahti’s coastal areas are becoming a central part of the city. This Master’s thesis presents a master plan for Hietalahti, which aims to develop the area to become a central place for recreational and public use. In addition, the work seeks to improve the connection of the surrounding urban structure to the shore and the connection of the waterfront to the sea. The 5-hectare design area includes the northern part of the Hietalahti bay waterfront and the Hietalahti Market Square. The key areas for the plan are presented in more detailed sub-regional plans. The work is divided into three parts: context and starting points, site-specific analysis and the design proposal. In the first part, the general recreational potential of city waterfronts, and the history and present state of the Helsinki coastline are presented. Other plans for the area are also presented as starting points for the work. The analysis is based on site-specific information, for example history, transport links, recreational environments, and it focuses on landscape assessment. The purpose of the analysis is to identify the strengths and weaknesses of the design area and its potential to become an attractive public space, which brings people to the waterfront edge. Based on the analysis, the most important development needs of the region were defined to be the removal of adverse effects of traffic, the diversification of the waterfront functions and the emphasis of the waterfront area as a wider whole. This led to a vision of breaking the barriers between the city and the sea and connect them functionally and visually. The solution was to deal with the key issues though a concept that covers the entire bay area. The concept is to tie the city and the sea through crosswalks, routes and piers. The crosswalks are architecturally highlighted and connect the surrounding urban areas to the waterfront. The routes are divided according to different modes of transport and combine Hietalahti into other shores and districts of Helsinki. The piers add functionality and services to the waterline and enhance the area’s connection to the sea. The end result of the plan is an expanded waterfront area, whose entirety is highlighted by a textured corten steel plate designed for the place. The biggest challenge was to design a plan that would significantly improve the area, but still take into account all the requirements currently set for the area. The most significant changes were made to the Hietalahti Market Square, and changes on the waterfront area were smaller due to traffic requirements. The concepts presented in the plan can be implemented more extensively in Helsinki’s waterfront design.
