Abstract
Terveysteknologia on Suomessa ja maailmalla nopeasti kasvava teollisuudenala. Terveysteknologian vienti oli vuonna 2015 1,92 miljardia euroa, mikä on 6,6 prosentin kasvu vuodesta 2014. Kahdenkymmenen vuoden aikana alan vienti on viisinkertaistunut ja kauppataseen ylijäämä kymmenkertaistunut. Terveysteknologian alaa ja terveydenhuollon laitteiden valmistamista koskee laaja kirjo säädöksiä. Näiden säädösten monimutkaisuus ja hajanaisuus on selkeä haaste alan yrityksille. Näiden säädösten tunteminen ei ole vain yrityksen kilpailuetu, vaan ehto markkinoille pääsemiseksi. Diplomityö on tehty pienyrityksen näkökulmasta, ja sen pääpaino on ensimmäisen luokan eli matalimman riskin terveydenhuollon laitteiden tuotekehitysprosessissa. Työstä hyötyvät etenkin aloittavat yritykset, jotka suunnittelevat ensimmäistä terveydenhuollon laitettaan. Terveydenhuollon laitteiden tuotekehityksen ensimmäinen vaihe on huolellinen esisuunnittelu. Esisuunnitteluun kuuluu lakien ja asetusten tunnistaminen, käyttötarkoituksen määrittely, tuoteluokan määrittely sekä vaatimusten tunnistaminen, jotka toimivat lähtötietoina tuotteen kehitykselle ja testaukselle. Käyttötarkoituksen määritteleminen on yksi tärkeimmistä vaiheista, sillä se määrittää onko laite ylipäänsä terveydenhuollon laite ja jos on, mihin laiteluokkaan se kuuluu. Suuri osa laitteeseen kohdistuvista vaatimuksista riippuu laitteen käyttötarkoituksesta. Ulkoistettaessa tuotekehitystä tai osia siitä on tärkeää, että suunnittelun tavoitteet ovat selvillä ja vaatimusmäärittely huolella tehty, jotta ylimääräisiltä kustannuksilta vältytään. Esisuunnitteluvaiheessa on myös aloitettava riskinhallinta, joka on läpi tuotekehitysprosessin mukana kulkeva prosessi. Tuotekehityksen tuloksiin kuuluvat varsinaisen tuotteen lisäksi kaikkien regulatiivisten dokumenttien tuottaminen. Varsinkin pienissä yrityksissä näiden dokumenttien tuottaminen kuuluu tuotekehitysosaston vastuulle. Vaikka laitetta ei rekisteröitäisi terveydenhuollon laitteeksi, sitä saattavat koskea samat turvallisuusvaatimukset kuin terveydenhuollon laitteita. Työssä tarkastellun MedCam-kameran kehitysprosessissa havaittiin, että yrityksen ei tarvitse rekisteröidä kameraa terveydenhuollon laitteeksi, sillä tuotteen käyttötarkoitus ei tee tuotteesta terveydenhuollon laitetta. Sen tulee kuitenkin täyttää sähköturvallisuusstandardin IEC 60601-1 vaatimukset. Vaatimusmäärittelyn edetessä havaittiin, että lukumäärällisesti eniten puutteita oli dokumentoinnissa, ei niinkään teknisessä toteutuksessa. Suurimmaksi tekniseksi turvallisuushaasteeksi havaittiin kameran virtalähteenä toimiva tietokone. Galvaaninen erotusmuuntaja kameran ja tietokoneen välissä ratkaisisi tämän ongelman.

Health technology is a fast-growing field of the industry both in Finland and globally. The value of Finnish health technology exports was at a level of 1,92 billion euros in 2015, having grown 6,6 percents compared to the year 2014. During the past 20 years, the field’s export has grown up to fivefold and the balance of trade surplus up to tenfold. There is a wide range of regulations concerning health technology and the complexity and heterogeneity of the regulations is a major challenge for companies operating in the field. Knowing these regulations is not only an asset but a necessity to enter the market. This master's thesis has been written from a small-sized enterprise's perspective and is focused especially on the product development process of a class I medical devices, that is medical devices in the lowest risk scale. The thesis is of help especially for companies beginning to develop their first medical device. The first step of product development of a medical device is to carry out a thorough planning. Planning includes recognising the concerning laws and regulations, defining the intended use, defining the device class and identifying the requirements, which work as input for product development and testing. Defining the intended use is one of the most important phases as it defines whether the device is a medical device, and if it is, which device class it belongs to. A large proportion of the requirements for the device depends on the intended use. When outsourcing product development or parts of it, it is important that the targets of the development are clear and requirement specification carefully set, in order to avoid extra expenses. Also, risk management begins in the planning phase and continues throughout the product development process. In addition to the actual device, the product development output consists of all the necessary regulative documents. Especially in smaller companies product development department is responsible for these documents. Even if the company wouldn’t register their device as a medical device, it might still need to be on the same safety level as medical devices. This thesis was part of the development of MedCam-video camera. It was found that the intended use of the camera doesn’t make it a medical device, but it needs to fulfil the requirements of IEC 60601-1 standard. During the requirement specification of the device, it was discovered that numerically there were most issues in the documentation of the device, not in the technical realisation. The biggest technical issue was the computer that the camera is connected to and powered by. Galvanic isolation between the two would solve this problem.
