Abstract

This thesis studies by literature and interviews what strategic work means from the perspective of water utilities, and what are strategically the most important targets of development. The study describes the key concepts of strategy, the meaning of strategic work, the strategy process and the strategic targets of development which the interviewees mentioned. 11 water utility directors were interviewed in the study. Strategy means, in this study, a long-term planning which occurs at organizations operating environment. The presented strategy process has four phases. The process begins with strategic data collection and analysis. After that strategy will be defined. The next step is the implementation of strategy, and the last step is a strategy monitoring. Based on this study a couple of conclusions can be done which defines strategic work. The function of strategy is to improve and intensify the performance of the unit. Interaction is important during the entire strategy process. Long-term matters are considered in some form in all water utilities. Strategy will be defined as a long-term target of development, not as a routine or a subject taken for granted. The strategy must also be understandable and concrete so that the entire staff can understand it. Utilities face similar challenges, but the circumstances and ways to face the challenges vary. In the interviews the most emphasized targets of development were: long-term investment planning, human resources, risk management and process reliability as well as development of customer service and customer communications. Water supply involves a lot of far-reaching decisions. The efficient implementation and management of performance requires a consistent, proactive, prioritize and long-term planning where strategy is an effective tool.

Diplomityössä selvitetään kirjallisuuden ja haastatteluiden avulla mitä strategiatyö tarkoittaa vesihuoltolaitosten näkökulmasta ja mitkä ovat vesihuoltolaitosten strategisesti tärkeimmät toiminnan kehittämiskohteet. Työssä kuvataan strategian keskeiset käsitteet, strategiatyön tehtäviä ja toteuttamista, strategiaprosessin eteneminen sekä haastateltavien mainitsemia strategisia kehittämiskohteita. Tutkimuksessa haastateltiin 11 vesihuoltolaitosjohtajaa. Tutkimuksessa strategialla tarkoitetaan organisaation toimintaympäristössä tapahtuvaa pitkän tähtäimen suunnittelua. Esitelty strategiaprosessi on nelivaiheinen. Prosessi alkaa strategisten tietojen keräämisellä ja analysoinnilla. Tämän jälkeen strategia konkretisoidaan. Seuraava vaihe on strategian toteutus ja viimeinen vaihe on strategian seuranta. Haastatteluiden perusteella voidaan tehdä muutama vesihuoltolaitosten strategiatyötä määrittävä johtopäätös. Strategiatyön tehtävänä on parantaa ja tehostaa laitoksen toimintaa. Vuorovaikutus on tärkeää koko strategiaprosessin ajan. Pitkän tähtäimen asioita pohditaan jossakin muodossa kaikissa vesihuoltolaitoksissa. Strategiaan kirjattavien asioiden tulee olla pitkän tähtäimen kehittämiskohteita, ei rutiineja tai itsestäänselvyyksiä. Strategian on myös oltava ymmärrettävä ja konkreettinen, jotta koko henkilöstö voi omaksua sen. Laitokset kohtaavat samankaltaisia haasteita, mutta olosuhteet ja tavat kohdata haasteet vaihtelevat. Haastateltavien korostamat kehittämiskohteet ovat investointien pitkän tähtäimen suunnittelu, henkilöstön saatavuus ja osaaminen, riskienhallinta ja toimintavarmuus sekä asiakaspalvelun ja -asiakasviestinnän kehittäminen. Vesihuoltotoimintaan liittyy paljon kauaskantoisia päätöksiä. Toiminnan tehokas toteuttaminen ja hallinta edellyttävät johdonmukaista, ennakoivaa, priorisoivaa ja pitkälle tähtäävää suunnittelua, jossa strategia on toimiva työkalu.
