Impacts of European wind power and transmission capacity on the Nordic electricity market

Abstract

Due to the large amounts of reservoir based hydropower production in the Nordic countries, the power prices in Scandinavia have historically been much less volatile than those on the Continent. As the governmental energy policy decisions continue to support the expansion of wind power in such a way that the Nordic energy balance is heading towards a notable supply surplus, fears have been expressed that the North German wind power belt could ultimately block a large part of the Nordic electricity exports towards the Continent. The rapid growth in renewable energy production has also made the power producers increasingly interested in the impacts of variable must-run generation on the electricity prices. There has been a clear need for fundamental technical analysis on these issues. This thesis fills the gap by offering a comprehensive insight on the factors affecting the power flows in the North and Baltic Sea region. The objective of this thesis was to find out the probabilities of grid congestion on the cross-border transmission lines between the Nordic countries and the Continental Europe and, if possible, to estimate the indicative price impacts of the new wind power and interconnector capacity. The current methods described in literature fail to properly address the wind related hourly power price variations. This thesis therefore provides a set of tools for exploring the fluctuations in interregional power flows and uses these tools for visualising the wind power induced grid congestions and the energy market data in general. A spread sheet template was developed for analysing repeating intraday, intraweek and seasonal patterns in market data. Fourier analysis was also applied for time series decomposition purposes but without major success. The complexity of the price formation in the electricity market and the sudden changes in energy policy do not favour a time series based approach in forecasting the long-term power flow development. The main outcome of this study was that the wind power output already has a significant role in determining the direction and magnitude of the Nordic-Continental power flows. Especially during the off-peak hours in the warmer months, a high wind power output on the Continent typically results in severe grid congestion and significant price differences. The launch of interim tight volume coupling has reduced the frequency of extreme price spikes but the transmission bottlenecks between the former Nordel and UCTE grids still prevent the complete price convergence in most situations. The constraints are becoming even more restrictive as the growth in wind power capacity clearly outpaces the reinforcements in transmission capacity and the improvements in demand-side flexibility. Even though any exact price impacts could not be calculated, the goals set for this thesis were met more than satisfactorily. The analysis also indicates that developing a price curve based sensitivity analysis tool would offer the right means to take the research to a more detailed level.

Skandinaviassa on paljon varastoaltaiden käyttöön perustuvaa vesivoimantuotantoa, minkä vuoksi sähkön hinnat ovat Pohjoismaissa perinteisesti vaihdelleet vähemmän kuin muualla Euroopassa. Koska hallitusten energiapoliittiset päätökset edelleen tukevat tuulivoiman lisärakentamista siinä määrin, että Pohjoismaiden energiatase on kääntymässä huomattavasti ylijäämäiseksi, Pohjois-Saksan tuulivoimavyöhykkeen on pelätty jopa estävän pohjoismaisen sähkön viennin kohti Keski-Eurooppaa. Uusiutuvien energiantuotantomuotojen nopea kasvu on myös saanut sähköntuottajat kiinnostumaan enenevässä määrin vaihtelevatehoisen pakkoajotuotannon vaikutuksista sähkön hintaan. Näitä asioita käsittelevälle perusteelliselle tekniselle analyysille on ollut selkeä tarve. Tämä diplomityö täyttää kyseisen aukon tarjoamalla kattavaa tietoa sähkönsiirtoon vaikuttavista tekijöistä Pohjanmeren ja Itämeren alueella. Diplomityön tavoitteena oli selvittää verkon pullonkaulatilanteiden todennäköisyyksiä Pohjoismaiden ja Euroopan välisissä siirtojohdoissa ja, mikäli mahdollista, arvioida suuntaa-antavasti uuden tuulivoima- ja siirtoyhteyskapasiteetin vaikutuksia sähkön hintaan. Tähänastiset kirjallisuudessa esitetyt menetelmät eivät ole pystyneet kunnolla selittämään tuulivoimantuotantoon liittyviä sähkön hinnan tuntivaihteluita. Tämä työ tarjoaa työkaluja alueiden välisten sähkönsiirtojen lyhytaikaisvaihteluiden tutkimiseen ja hyödyntää näitä työkaluja tuulivoiman aiheuttamien siirtoyhteysrajoitusten ja muun energiamarkkinainformaation havainnollistamisessa. päivän, viikon ja vuoden sisäisten säännöllisten vaihteluiden analysointia varten kehitettiin erityinen taulukkolaskentapohja. Myös Fourier -muunnosta sovellettiin aikasarjojen komponenttihajotelmien tekoon ilman menestystä: energiamarkkinoiden hinnanmuodostuksen monimutkaisuus ja nopeat muutokset energiapolitiikassa eivät suosi aikasarja-analyysin käyttöä sähkösiirtojen ennustamisessa pitkällä aikavälillä. Tämän lopputyön tärkein tulos oli se, että tuulivoimalla on jo tällä hetkellä merkittävä rooli Pohjoismaiden ja Euroopan välisten sähkönsiirtojen määräytymisessä. Erityisesti lämpimien kuukausien yötunteina korkea tuulivoimantuotanto Euroopassa johtaa tyypillisesti vakaviin pullonkaulatilanteisiin ja merkittäviin hintaeroihin. Markkinoiden kytkeminen (market coupling) on vähentänyt äärimmäisiä hintapiikkejä, mutta riittämätön siirtokapasiteetti entisen Nordelin ja UCTE:n verkkojen välillä estää yhä täydellisen hintojen yhtenemisen useimmissa tilanteissa. Rajoitukset ovat muuttumassa yhä hankalammiksi, koska tuulivoimakapasiteetin kasvu on selvästi nopeampaa kuin siirtoyhteyksien vahvistaminen ja kulutuksen hintajouston lisääntyminen. Vaikka tarkkoja hintavaikutuksia ei pystytty tässä työssä laskemaan, työlle asetetut tavoitteet täyttyivät paremmin kuin hyvin. Työ osoittaa myös, että hintakäyräpohjaisen herkkyysanalyysityökalun kehittäminen tarjoaisi oikeat keinot aiheeseen liittyvän tutkimuksen viemiseksi yksityiskohtaisemmalle tasolle.
