Abstract

The publication "Perniön Kirkonkylä – Structural Development and Changes in the Landscape since the 1980s until the 2010s" describes the development and the changes of the rural centre Perniön kirkonkylä, focusing on the structural changes and the impact on the landscape during the last 35 years. The publication is part of the research project titled "Finnish Rural Centres in the 2010s". The project is a cooperation between Lahti University of Applied Sciences, Aalto University and Oulu University funded by the Ministry of Agriculture and Forestry. The project started during spring 2013. The aim of the research project is to describe and analyse the development of rural centres during the last 30 years. Rural centres from different parts of Finland were chosen for the project, and their development and the identified changes were compared to the results of the previous research on rural centres "Suomalainen maaseututaajama 1970 luvun lopulla" made in the 1970s. Both natural landscape and local history are essential parts of the identity of rural centres. Rural centres have served as local centres, but both the scale and the structure of the centres have been different from the structure of the cities. The recent trend of consolidation of municipalities have affected the rural centres and their position as local centres. At the same time the population of the rural centres has been decreasing and becoming older. All this have had an impact on the changes in the community structure and especially the service of the rural centres. The Perniö region has been populated for long time. The area became a prosperous area of manor houses and agriculture due to its beneficial microclimate. Perniön kirkonkylä grew around the intersection of Perniö River and the old King's Road. Following the shape of the terrain and the landscape Perniön kirkonkylä expanded from the church and the centre. Later on town planning, new road arrangements, business and other changes of the community have directed the development and the growth of the rural centre. Municipal consolidation, a decreasing population and changes in the service structure have been factors affecting the development of the rural centre Perniön kirkonkylä. A process of the centre moving towards the bypass, a road bypassing the rural centre, is also going on. Being an essential part of the service structure the centre changing place affects the structure of the rural centre on the whole. The centre is also an important gathering place for people living in Perniö and is part of building the identity of the rural centre. The moving centre, as well as, many of the other phenomenon presented in the research of the 1970s, are still part of the development of the rural centres. Area based development, segregation of areas of different function and neglecting the landscape can still be seen in Perniön kirkonkylä. However, the building of residential areas in the windy valley seems to have decreased and the sense of community is still alive. This make a strong base for the future development of the rural centre.

Tutkimusraportti esittelee varsinaissuomalaisen Perniön kirkonkylän kehitystä ja muutoksia keskittyen taajamarakenteellisiin ja maisemallisiin muutoksiin viimeisten 35 vuoden ajalla. Raportti on osa tutkimushanketta Suomalaiset maaseututaajamat 2010-luvulla, joka on toteutettu yhteistyössä Lahden ammattikorkeakoulun, Aalto-yliopiston ja Oulun yliopiston kesken. Maa- ja metsätalousministeriö myönsi hankkeelle rahoituksen maatilatalouden kehittämisrahastosta ja hanke käynnistyi keväällä 2013, Aalto-yliopiston osalta kesällä 2014. Tutkimushankkeen tavoitteena on kuvata maaseututaajamien kehitystä viimeisten 30 vuoden ajalta. Tutkimuskohteita on valittu ympäri Suomea ja niiden kehitystä on verrattu Suomalainen maaseututaajama 1970 luvun lopulla -tutkimuksen tuloksiin. Luonnonmaisema ja kulttuuriperintö ovat maaseututaajamien erityisyyksiä ja tärkeitä osia taajamien identiteettiä. Maaseututaajamat ovat toimineet alueellisina keskuksina, mutta sekä mittasuhteiltaan että taajamarakenteeltaan ne ovat erottuneet kaupunkien rakenteesta. Kuntaliitokset ovat viime vuosina olleet yleisiä ja vaikuttaneet muun muassa monen maaseututaajaman asemaan paikalliskeskuksena. Samalla maaseututaajamien väkiluku on ollut laskussa jo pitkään ja väestö on ikääntynyt. Molemmilla ilmiöillä on ollut vaikutus taajaman yhdyskuntarakenteen kehitykseen ja erityisesti palvelutarjontaan ja -rakenteeseen. Perniöllä on pitkä ja kunniakas historia. Muinaisjäännöksiä on löydetty kivikaudelta alkaen ja Perniön seurakunta mainittu jo 1300-luvulla. Hyvän pienilmaston ja viljavien laaksojen ansiosta alueesta kehittyi vaurasta maatalous- ja kartanoseutua. Perniön kirkonkylä on syntynyt Perniönjoen ja vanhan kuninkaantien, Suuren Rantatien risteyskohtaan. Taajama on kasvanut keskipisteen ja kirkon ympärille maisemaa ja maastonmuotoja myötäillen. Myöhemmin kaavoitus, uudet tiejärjestelyt, yritystoiminta ja muut yhteiskunnalliset muutokset ovat vaikuttaneet taajaman leviämiseen ja rakentumistapaan. Perniön kirkonkylän nykyisiin taajamamuutoksiin ovat vaikuttaneet kuntaliitos, väestökato sekä palvelurakenteen muutos. Taajamassa on meneillään taajamakeskuksen toimintojen siirtymistä ohitustien seurauksena. Siirtymisellä on vaikutuksia koko taajaman rakenteeseen keskuksen ollessa merkittävä osa taajaman palveluverkostoa. Keskus on myös tärkeä perniöläisten kokoontumispaikka ja identiteetin luoja. Taajamakeskuksen siirtyminen vaikuttaa myös taajamakuvan muuntumiseen. Moni jo Suomalainen maaseututaajama 1970-luvun lopussa -tutkimuksessa havaittu kehityssuunta on vielä havaittavissa maaseututaajamissa. Alueittainen rakentaminen, toiminta-alueiden eriytyminen ja maiseman huomiotta jättäminen näkyvät kaikki tämän päivän Perniön kirkonkylässä. Toisaalta asuinrakentaminen tuuliseen laaksoon näyttää vähenevän. Perniön kirkonkyläläisten yhteisöllisyys ja taajaman tapahtumien suosio vaikuttavat väestökadosta ja kuntaliitoksesta huolimatta vielä elävän voimakkaina ja muodostavan vahvan perustan taajaman tulevaisuuden kehitykselle.
