Abstract

Tässä työssä selvitettiin jakeluverkon rakennus-, huolto- ja kunnossapitotöissä käytettävien jakelukeskeytyksettömien työmenetelmien nykytilaa ja kipupisteitä. Työmenetelmistä käytettiin työssä nimitystä KAT-menetelmät. KAT-menetelmiin lukeutuvat jännitetyö ja korvaavan syötön menetelmät. Työn tavoitteina oli selvittää jakelukeskeytyksettömän työn tekemisen tekniset ja taloudelliset reunaehdot. Työssä selvitettiin keskeytyksettömien työmenetelmien taloudellisia vaikutuksia sekä verkonhaltijoille että verkostourakoitsijoille. Tarkastelussa huomioitiin regulaation vaikutus. Työtä varten haastateltiin mm. verkko- ja palveluyhtiöiden edustajia Suomessa. Menetelmien käyttöä selvitettiin myös kansainvälisesti muissa Pohjoismaissa ja muutamassa Keski-Euroopan maassa. Työssä tehtiin laskennallinen tarkastelu menetelmien kannattavuudesta. Suurimpana esteenä menetelmien käytölle havaittiin asenteet ja tietoisuuden puute. Työssä havaittiin tarve laajemmalle yhteistyölle verkko- ja palveluyhtiöiden välillä menetelmien käytön tehostamiseksi. Taloudellinen tarkastelu osoitti, että KAT-menetelmillä voidaan saavuttaa taloudellista hyötyä keskeytyskustannusten jäädessä pois.

The purpose of this study was to examine the current state of live working methods in the Finnish distribution network and to identify the conditions, under which live working methods are economically and technologically feasible. Live working methods are used in distribution network building and maintenance work to avoid causing outages to customers. For the study, interviews with Finnish network operators and service providers were conducted. Also, the use of live working methods in the Nordic countries and some Central European countries was investigated. The research also includes calculations for the profitability of some live working methods. It was found that the applying of live working methods is mostly hindered by lack of awareness about the methods and attitudes in favor of traditional working methods. The results indicated a need for more co-operation between network operators and service providers in order to increase the use of live working methods. It was also discovered that live working methods can provide financial gain as the regulatory costs of outages are left out.
