Abstract

Tässä työssä selvitetään Tilaajan tunnistamismoduulittomilla (SIM-kortiton) matkaviestimillä tehdyistä hätäpuheluissa syntyneitä määrä- ja aikatekijöitä sekä yhteydenottojen ilmiöitä. Yhtenä näkökulmana on hetkellisen liikennekuorman kasvun aiheuttamaa vaikutusta hätäpuhelujonoon ja sen käsittelyyn Hämeen hätäkeskuksen alueella. Matkaviestimien puheluohjauksien säädösperustassa erityisominaisuuspalvelupyynnöt hätäkeskukseen tulevat alueella oleskelevalta väestöltä ohjattuna hätäpuhelujonoon operaattoreittain. Auttamispalveluita tuottavina tahoina ovat sairaankuljetustoimi, sosiaalitoimi, poliisitoimi ja pelastustoimi. Tutkittava toimintaympäristö on valtakunnallisesti keskimääräinen, joten työstä saatavia tuloksia voidaan hyödyntää koko hätäpuhelupalvelussa. Auttavien organisaatioiden toimintaperiaatteet palvelujen tuottamisessa poikkeavat toisistaan, joten tästä syystä eri hätäpuhelunkäsittelyprotokollien vaikutus hätäpuheluiden keskimääräiseen pituuteen vaihtelevat auttamisorganisaation ohjeistuksesta ja tehtävän riskisyydestä johtuen. Kun kyseessä on neuvonta tai aiheeton puhelu hätäkeskukseen, puhelun käsittelypituudella on vaikutus seuraavien palvelutapahtumien toteuttamiseen. Hätäkeskusten kiireettömien puheluiden uudelleen järjestämistä pohtineen työryhmän loppuraportissa yhtenä tehostamistoimenpiteenä esitetään 112-hätäpuheluiden suodattaminen nauhoitteelle, mikäli puhelu tulee puhelimesta, jossa ei ole SIM-korttia. Työryhmän valitsema lähestymistapa tukee tässä työssä saatua tulosta eli 94,3 prosenttia SIM-kortittomien matkaviestimien hätäpuheluista olivat hätäkeskukselle kuulumattomiksi luokiteltavia puheluita. SIM-kortittomien matkaviestimien vastatuista yhteydenotoista 2,9 prosenttia päätyi tehtäväksi ja puheluiden kokonaistarjonnasta vain 0,87 prosenttia.

In this thesis we study emergency calls quantity and time elements by mobile terminals without Subscriber Identity Module. One point of view is the impact of momentary in-crease of traffic load on the emergency call queue and its handling in the Emergency Response Centre (ERC) of Häme. The regulation that the special service request emergency calls to the ERC generated to population of the service area come to the emergency call queue sorted by the teleoperator. Help services are produced by ambulance, social, police, fire and rescue services. The examined environment is in average place of state, so the results of this thesis can exploit in whole emergency call services. The principles of help organisations produced of services deviates for others, so that reason different influence of emergency call protocol to average call length variations, which depends orders of help organisations and be caused by risks of the tasks. When we have the questions in consultative or groundless calls to the ERC, the length of handling for calls have influence of next realization of service event. One increase the efficiency of 112 emergency calls motion in the report of working group which talk over the quiet calls to ERC that the calls filtrated to the tape, if call coming from phone, which have no the card of Subscriber Identity Module. The approach way to the selection of working group supports the outcome in this study, in other words 94.3 per cent of calls of travel terminals with out Subscriber Identity Module were calls which were classify for inaudibility to the ERC. Answered to the takes of connections by travel terminals with out Subscriber Identity Module ends 2.9 per cent for duty and only 0.87 per cent for whole supply of calls.
