Kouluhankkeiden kustannusvertailu: Ovatko Helsingin kaupungin kouluhankkeet muuta Suomea kalliimpia?

Abstract

Helsingin kaupungin omaan taseeseen investoidut toimitilahankkeet ovat olleet usean selvityksen mukaan Suomen kalleimpia. Tutkimuksia kustannuserojen syiden selvittämiseksi ei kuitenkaan lähivuosina ole tehty, joten uudelle tiedolle on tarvetta.

Tämän työn tarkoituksena oli tutkia, ovatko Helsingin kaupungin rakennuttamat uudiskouluhankkeet muuta Suomea kalliimpia. Lisäksi tutkimuksen tavoitteena oli selvittää mahdollisten kustannuserojen syyt.

Työn kirjallisuusosiossa perehdyttiin rakennuskustannusten vertailuun sekä kustannuserotekijöihin toimitilarakentamisessa, joiden avulla luotiin teoreettista pohjaa empiiristä osiota varten. Tutkimuksen empiirinen osio toteutettiin vertailevana tapaustutkimuksena, jossa yhteensä seitsemää uudiskouluhanketta Helsingistä, ja muualta Suomesta vertailtiin kustannuksiltaan ja ominaisuuksiltaan. Vertailut toteutettiin kolmessa eri vaiheessa. Ensimmäisessä vaiheessa tapausten kustannuksia vertailtiin Talo 80 pääryhmien perusteella. Toisessa vaiheessa tapausten rakennusosia sekä Talo 80 pääryhmien alaryhmiä vertailtiin määrä- ja kustannusperusteisesti. Kolmannessa vaiheessa juurisyyt kustannuseroille pyrittiin tunnistamaan asiantuntijahaastatteluiden avulla.

Tutkimuksessa todettiin Helsingin koulurakennusten olevan muuta Suomea kalliimpia bruttoneliöperusteisesti verrattuna. Kustannuserot johtuivat pääasiallisesti Helsingin kohteiden rakennusosien suuremmista suhteellisista määristä ja yksikköhinnoista. Kustannuserojen juurisyiksi tunnistettiin Helsingissä vallitsevat olosuhdetekijät, tilaajien korkeampi vaatimustaso, hankkeiden johtamiseen liittyvät ongelmat sekä kaavamääräykset. Tulosten pohjalta annettiin suosituksia Helsingin kaupungille tulevia kouluhankkeita varten.

According to several surveys, the construction projects of premises in the City of Helsinki have been the most expensive in Finland, concerning the projects invested in its own balance sheet. However, studies to find out the reasons for cost differences have not been conducted recently, so there is a need for new research.

The purpose of this study was to investigate whether the school construction projects in the City of Helsinki are more expensive than in the rest of Finland. In addition, the goal of the study was to find out the reasons for possible cost differences.

In the literature review, the comparison of construction costs in general and the cost difference factors in construction of premises were introduced, which helped to create a theoretical basis for the empirical section. The empirical part of the research was carried out as a comparative case study, in which a total of seven new school projects from Helsinki and the rest of Finland were compared in terms of costs and characteristics. The comparisons were carried out in three different stages. In the first phase, the costs of the cases were compared based on classification of Building 80 main groups. In the second phase, the building parts of the cases and the subgroups of the main groups of Building 80 were compared based on quantity and cost. In the third phase, professionals from construction industry were interviewed to find root causes for the cost differences.

The study concluded that school buildings in Helsinki are more expensive than in the rest of Finland if the costs are compared on a gross square meter basis. The cost differences were mainly due to the higher relative quantities and unit prices of the building parts. The root causes for the higher costs in Helsinki were identified as the challenging physical site conditions, customers' higher level of requirements for the schools, problems related to project management, and plan regulations. Based on the results, recommendations were given to the City of Helsinki for future school projects.
