Abstract
Previous literature points out that data integration and quality produce challenges in a multi-organizational environment. This thesis explores factors influencing data quality through an empirical case study structured around a specific data warehouse used by a public administration in a selected EU country. In the thesis the topic is examined through named bodies governed by public law, referred to as institutions. Furthermore, the study examines how data quality could be improved within the institutions and at later stages of the data life cycle. Using a thematic analysis of semi-structured interviews conducted with four specialists, the study explores data quality by combining the expertise of the interviewees with previous research. Literature suggests that data integration and quality is a multidisciplinary topic, touching several other disciplines in addition to technology. Thus, the aim is to bring out a wide range of factors affecting the quality of data, from the conditions of cooperation between organizations to the motivational factors of an individual employee. The study highlights that a data warehouse is a great way to improve data quality in a multi-organizational environment, and successful cooperation plays a crucial role in this. The institutions use manual and automatic tools for managing data quality, but there can be relatively significant differences between institutions. In addition, the study reveals that matters underlined by previous studies are repeated in the case setting for better or for worse. Cooperation leaves room for improvement, and the individual employee's role should be emphasized. The operations should be examined more from the point of view of incentives and cost-effectiveness to further improve data quality.Description
