Abstract

Urban sprawl and decreasing appreciation of street maintenance operations are creating many challenges to the transportation authorities in the city of Helsinki. Maintenance expenders are reducing while the area of maintained streets is increasing at annual rate of 2 %. In addition, there is no longer balance between the new invest and maintenance costs due to the fact that the city is currently investing more to the new construction than to the maintenance of existing network. The aim of this study was to investigate the characteristics of the street design and urban planning solutions, which tend to increase maintenance costs. The research methodology consisted of literature study, interviews, field study, and the work capacity measurements. The main objective of the interviews was to find solutions perceived problematic by the actors involved in the maintenance activities or in the street planning and design processes. The field study was performed to survey and record the problems that came up in the interviews. Based on the collected data, seven different types of problematic structures were selected to be further investigated by the work capacity measurements. These results were used to calculate some preliminary costs increases. However, due to very limited amount of data, the findings were mainly tentative and further studies are warranted. The study also investigated what caused the design-oriented problems perceived by the actors responsible for operations. Five categories were identified, among others the lack of knowledge of maintenance operations and conflicting visions of the urban development. However, the main reason to the observed problems lies in the municipality's policy and economics, which determines the allocation of resources and funding.

Kasvava kaupunki sekä ylläpitotyön kokema arvostuksen puute asettaa Helsingin katujen ylläpitäjille haasteita. Kaupungin ylläpidettävä pinta-ala kasvaa 2 % vuosivauhdilla, kun taas ylläpitoon suunnattuja määrärahoja pienennetään. Lisäksi uudisrakentamiseen investoidaan jo enemmän kuin katu- ja kaupunkiomaisuuden ylläpitoon, mikä vuoksi investointi- ja ylläpitokustannusten suhde on epätasapainossa. Tämän tutkimuksen tavoitteena oli selvittää katujen ylläpitokustannusten muodostumista tarkastelemalla erilaisia suunnitteluratkaisuja. Tutkimusmenetelminä käytettiin kirjallisuustutkimusta, haastatteluja, kaupunkikävelykierroksia sekä työsaavutusmittauksia. Haastatteluiden avulla kerättiin tietoa ylläpitoa hankaloittavista kadun rakenteista, sekä niiden suunnitteluun johtaneista syistä. Haastatteluista kerättyjen tietojen perusteella toteutettiin kaupunkikävelykierroksia, joilla inventoitiin kadulla sijaitsevia ongelmakohtia. Kerättyjen tietojen perusteella valittiin seitsemän erilaista kadun rakennetta, joita tutkittiin tarkemmin työsaavutusmittausten yhteydessä. Saatujen tulosten perusteella laskettiin ongelmakohdista aiheutuvat kustannukset. Tutkimusotoksen suppeuden vuoksi nämä kustannustiedot ovat vain karkeita arvioita ja vaatisivat jonkin verran lisätutkimuksia. Työssä tutkittiin myös haastatteluissa esille tulleisiin ongelmiin johtaneita syitä. Haastattelututkimuksen perusteella suunnittelulähtöiset ongelmat jaettiin viiteen kategoriaan, joihin lukeutui mm. suunnittelijoiden tietämättömyys suunnitteluratkaisujen vaikutuksesta ylläpitokustannuksiin sekä puutteet organisaatiossa. Merkittävimmäksi syyksi havaittuihin ongelmiin osoittautui kuitenkin kunnan tekemät poliittiset ja taloudelliset linjaukset, joiden perusteella esimerkiksi määritellään tarvittavat resurssit sekä kohdennetaan määrärahat kaupungin eri toimijoille.
