Energianhallintajärjestelmien vertailu ja käyttöönotto

Abstract

Neste Oyj kuuluu suuriin energiavaltaisen teollisuuden yrityksiin Suomessa. Nestettä velvoittaa siksi moni lainsäädäntö sekä vapaaehtoiset sopimukset energiatehokkuuden osalta. Näistä merkittävimmät ovat Energiatehokkuuslaki, joka velvoittaa Nestettä katselmoimaan energiankäyttöänsä, ja vapaaehtoinen kansallinen energiatehokkuussopimus, johon liittyessä Neste on lupautunut tavoittelemaan jatkuvaa energiansäästöä, muun muassa ottamalla käyttöönsä energianhallintajärjestelmän.

Vaihtoehdot näiden vaatimusten täyttämiseksi ovat pakollisen energiakatselmuksen järjestäminen joka neljäs vuosi, kansallisen energianhallintajärjestelmän ETJ+ ottaminen käyttöön, tai kansainvälisen energiatehokkuusstandardin ISO 50001 sertifioiminen Nesteen öljytuotteiden organisaatiossa. Työn kirjallisuusosassa tarkastellaan Nestettä velvoittavan lainsäädännön vaatimuksia, ja tutkitaan energianhallintajärjestelmien sisältöjä.

Työn soveltavassa osassa järjestelmiä vertaillaan kustannusten, työkuormien, sekä muiden hyötyjen ja haittojen kautta. Vertailun lopputuloksena päädyttiin johtopäätökseen, että standardi ISO 50001 täyttää vaihtoehdoista parhaiten Nesteen liiketoiminnan kannalta tärkeimmät painoarvot energiatehokkuuden osalta, ja suositus on, että standardi otetaan käyttöön Nesteen öljytuotteissa.

Soveltavassa osassa suunnitellaan standardin käyttöönottoa Nesteen öljytuotteissa. Standardin vaatimukset käydään yksitellen läpi, jos nykytilan toiminta ei täytä standardin vaatimusta kyseisen kohdan osalta, tehdään päivittämisehdotus nykyiseen toimintaan. Suurimmat nykytoiminnan päivittämistarpeet ovat viestinnässä, koulutuksessa, sekä tietyissä osissa energiasuunnittelua.

Neste Corporation is a part of the energy-intensive companies in Finland, and the company is therefore obliged to comply with many compulsory legislation and voluntary agreements on energy efficiency. The most significant of these are the Energy Efficiency Act, which obliges Neste to audit its energy use, and a voluntary national energy efficiency agreement with which Neste has pledged to seek continuous energy savings, amongst others by implementing an energy management system.

Alternatives to meet these requirements include organizing the mandatory energy audits every four years, implementing the national energy management system ETJ+, or implementing and certifying the international energy efficiency standard ISO 50001 for Neste’s Oil Products production. The literature section of this thesis examines the requirements of the legislation binding Neste and compares the contents of the energy management systems.

In the applied part of the thesis, the possible systems are compared through costs, workloads, and other benefits and disadvantages. As a result of the comparison, it can be noted that the ISO 50001 standard meets the most important requirements for energy efficiency in terms of Neste’s business areas, and it is therefore recommended that the standard should be introduced in Oil Products production.

The applied part also envisages the introduction of a standard in Neste’s Oil Products organization. The requirements of the standard are investigated individually, and if the company’s current practices do not meet the standard requirement, a proposal for updating the current operation is proposed. The largest gaps to be filled in Neste’s current practices are in communications, training and some parts of energy planning.
