Abstract
Diplomityössä on laadittu viheralueverkoston kehittämissuunnitelma Veromiehen kaupunginosaan Vantaalle. Tällä hetkellä Veromies on pienteollisuus- ja logistiikkatoimintoihin keskittynyt alue, jolla on kuitenkin käynnissä laaja kaupunkirakenteellinen muutos. Diplomityö liittyy Veromiehen alueelle tehtyyn kaavarunkosuunnitelmaan, jonka mukaan siitä kehitetään tulevaisuuden Vantaan kolmas kaupunkikeskus. Diplomityö tarkastelee Veromiehen viheralueverkostoa kaavarunkosuunnitelman näkökulmasta, ja sen tarkoituksena on esitellä ideoita ja tarkasteluja alueen jatkosuunnittelun pohjaksi. Vantaan kaupunki tunnistaa strategiassaan toimivien ja viihtyisien viheralueiden merkityksen asukkaille. Erityisesti Veromiehen kaltaisella uudella kaupunkikehitysalueella, jolla ei vielä ole toimivaa viheralueverkostoa, on viheralueiden tavoitteelliseen suunnitteluun panostettava. Diplomityön tavoitteena on laatia kokonaiskuva Veromiehen viheralueverkoston kehittämisestä. Suunnittelun haasteena on muodostaa toiminnallisia, virkistyksellisiä, kaupunkikuvallisia ja ekologisia arvoja sisältävä viheralueverkosto alueelle, jonka lähtökohdat hallirakennuksineen ja asfalttikenttineen ovat osittain heikot. Toisaalta alueella on myös viheralueita ja paikallisia luontoarvoja, joiden säilyttäminen tiivistyvän rakentamisen keskellä on kriittistä, jotta viheralueverkosto voi toimia osana uutta kaupunkirakennetta. Diplomityössä perehdytään ajankohtaiseen suunnittelutilanteeseen ja ilmiöihin sen taustalla. Lisäksi tutustutaan viheralueverkoston lähtökohtiin Vantaalla ja Veromiehessä. Teoriaosuudessa tarkastellaan viheralueiden roolia tiivistyvissä kaupunkiympäristöissä ja niiden merkitystä kaupunkilaisille, minkä kautta perustellaan tarve kehittää viheralueita tavoitteellisesti. Lisäksi suunnittelualueen ominaispiirteitä, arvoja ja haasteita käsitellään analyysien kautta. Suunnitelman visio perustuu vahvasti alueen maisemaan ja luonnonolosuhteisiin perustuviin ominaispiirteisiin: Metsien, purojen, puistojen ja yhteyksien selkeällä jaottelulla viheralueverkoston kehittäminen saa vahvan lähtökohdan. Ominaispiirteiden vahvistamisen lisäksi edistetään viheralueiden toiminnallisuuden ja palveluiden roolin vahvistamista. Kehittämissuunnitelma on rajattu julkisiin viheralueisiin ja niiden välisiin viheryhteyksiin. Suunnitteluosuus koostuu yleissuunnitelmasta, ja sitä tarkentavista ideasuunnitelmista Pyttisbergetin ja Wihurinpuiston alueilta. Yleissuunnitelman tavoitteena on luoda kokonaiskuva, jonka perusteella voidaan jatkaa tarkempaa suunnittelua. Ideasuunnitelmien kohteeksi on valittu kaksi luonteeltaan ja lähtökohdiltaan erilaista aluetta, jotta yleissuunnitelmassa esitettyjä ratkaisuja voidaan havainnollistaa kunnolla. Diplomityö esittelee suunnitteluratkaisun, jonka mukaan Veromiehen viheralueverkostosta on mahdollista kehittää toimiva kokonaisuus, joka palvelee sekä asukkaita että kaupunkiekologiaa, ja kytkee alueen myös ulkopuolisiin laajempiin viheraluekokonaisuuksiin.This master’s thesis presents a development plan for a green area network in Veromies, Vantaa. Currently the Veromies area holds operations mostly related to small-scale industry and logistics but is undergoing a major change in its urban structure. The thesis is related to a previously made frame plan, according to which the area will be developed in the future as the city of Vantaa’s third urban centre. The thesis examines the green area network of Veromies in the point of view of the frame plan and intends to present ideas and studies for the needs of further planning in the area. The significance of functioning and pleasant green areas for residents is recognised by the city of Vantaa in its planning strategy. Investing in ambitious planning of green areas is especially important in a new urban development area like Veromies that doesn’t yet have a functioning green area network. The objective of the thesis is to draw up a general view on the development of the green area network of Veromies. The challenge for planning is to create a green area network that consists of functional, recreational and ecological values that also enhance the city scape in an area that has partially poor starting points varying from large-scale storage buildings to impermeable parking fields. On the other hand, there are green areas and local natural values that are critical to preserve amid a dense urban area in order for the green area network to function as a part of the new city structure. The current planning situation and the phenomena behind it are examined. In addition, the basis for developing a green area network is defined both in the scale of Veromies and the whole of Vantaa. The role of green areas in dense urban environments and their significance to residents is surveyed in the theoretical part of the thesis. Based on these studies, the necessity for a goal-oriented planning of green areas is justified. Furthermore, the features, values and challenges of the planning area are examined in the analysis section of the thesis. The vision for the plan is strongly based on the main features of the area that are derived from its landscape and natural conditions. The clear distinction between forests, streams, parks and connections creates a strong basis for the development of the green area network. In addition to reinforcing the typical features of the green areas, the role of functionality and services in the green areas is also deepened. The development plan is limited to public green areas and green connections between them. The planning part of the thesis consists of a general plan and more detailed idea plans of Pyttisberget and Wihurinpuisto areas. The purpose of the general plan is to create an overall view of the green area network that works as a basis for more detailed planning. The target areas for the idea plans are areas that have different characters and starting points and therefore demonstrate the solutions of the general plan properly. The thesis presents a planning solution according to which it is possible to develop the green area network of Veromies into a functional entity that answers to the needs of both residents and urban ecology. It also connects the area to larger green area entities.Description
