Abstract
The aim of this research is to study performance measurement in a public hospital. The focus is on the measurement of quality and effectiveness of treatment. As the public sector and the health care environment are complex in nature, clear and unambiguous goals and simple measures for the goals are difficult to set. The aim of this research is to investigate how can quality and effectiveness of treatment be measured in a public hospital. In addition, future development areas of measurement of quality and effectiveness of treatment are investigated, together with the role of clinico-managers. This research is conducted as a qualitative single case study in a public hospital in Finland. The research data is collected by 10 semi-structured theme interviews and exploring both internal and external materials of the hospital. The interviewees include people from the management of the hospital as well as clinicians in managing positions in clinical care service units. The findings of this research note that quality and effectiveness of treatment have been recognized as key values of successful performance and measuring as an essential and an integral part of activity. The fundamental aim is to develop the quality and effectiveness of treatment in which measuring plays a crucial supporting role. The measuring of quality and effectiveness of treatment needs to consider both the medical and patient perspective in order to be comprehensive. However, measuring quality and effectiveness is not simple and straightforward solutions have not been discovered. The main findings of this research indicate that the measurement of quality and effectiveness of treatment is to be made compulsory, more systematic, comparative and a national matter. This is the only way the quality and effectiveness of treatment can be developed and improved in the long run. The development of measurement is an on-going process and likely to increase in the coming years as the topic gains more and more attention and interest.Description
