Abstract

The aim of this thesis was to create prerequisites for timely and inclusive handover procedure of building services in a building project and to chart the difficulties encountered during the handover. One goal was also to produce handover related tools of the building services for the quality system of the case company. Both the content of different procedures during handover and the required tasks of different parties were established in the literature section. Another aspect investigated was the impacts and requirements of LEED Green Building Rating System and renewing parts of The National Building Code of Finland for the handover process of building services. The focus of the empirical section was to study the currently prevailing handover procedures of the case company by scrutinizing handover documents of five different construction sites. In addition, an interview research was performed which included interviewing the construction officials and also a representative of a customer of the case company. The purpose of the interviews was to solve problems encountered during the handover, as well as to compile development proposals for enhancing the quality system of the case company. To ensure sufficient time for the handover procedure of building services prior to the proper handover of the building to the client, building services and their requirements must be taken into consideration already in the design phase of construction. The building services must be scheduled and supervised with the same principles as other construction works. This of crucial importance in building projects, where building service contractors work as subcontractors of a construction company. Cases like this require a coordinating supervisor of the case company building services. The whole handover procedure must be designed on terms of the building services. Moreover, it is essential that the expertise of the contractors is exploited, especially in the scheduling phase of the building service handover. The contracts should already underline the importance of the individual quality control pursued by the subcontractors'. The expenditures for controls at work must be divided into their own instalments. The study yielded new handover procedure related tools to the quality system of the case company. Those tools facilitate the construction officials in designing and scheduling handover. They also aid the officials in supervising the quality control of the building services in composing the necessary documents and in designing suitable maintenance guidance.

Tutkimuksen tavoitteena oli luoda edellytykset taloteknisten järjestelmien oikea-aikaiselle ja kattavalle luovutukselle rakennusprojektissa sekä kartoittaa luovutusvaiheessa ilmeneviä ongelmia. Tavoitteena oli myös kehittää tutkimuksen kohteena olleen yrityksen toimintajärjestelmään luovutusvaiheeseen liittyviä työkaluja erityisesti talotekniikan osalta. Kirjallisuustutkimuksessa selvitettiin luovutusvaiheen eri toimintojen sisältö sekä osapuolten tehtävät. Lisäksi tutkittiin LEED-ympäristösertifikaatin sekä vuonna 2012 muuttuvien Suomen rakentamismääräyskokoelman LVI ja energiatalouden osien vaikutuksia ja vaatimuksia talotekniikan luovutusprosessiin. Tutkimuksessa tarkasteltiin yrityksen viiden valmistuneen rakennuskohteen luovutusvaiheen asiakirjoja sekä tehtiin haastattelututkimus, johon osallistui yrityksen työmaa- ja toimistohenkilöstöä sekä myös käyttäjän edustaja. Teemahaastattelun metodiikalla haastateltavilta selvitettiin kohteissa havaittuja luovutusvaiheen ongelmia ja hyväksi havaittuja ratkaisuja sekä ongelmakohtia yrityksen toimintajärjestelmässä ja kehitysehdotuksia järjestelmän laadun parantamiseksi. Jotta taloteknisten järjestelmien luovutukselle saadaan riittävästi aikaa ennen vastaanottoa, tulee talotekniikka ja sen luovutuksen vaatimukset huomioida jo toteutuksen suunnittelussa ennen rakentamisen aloittamista. Talotekniset työt on suunniteltava, valvottava ja ohjattava samojen periaatteiden mukaisesti kuin rakennustekniset työt. Tämä on erittäin tärkeää kohteissa, joissa talotekniikkaurakoitsijat ovat rakennusliikkeen aliurakoitsijoita ja tätä varten voi suuremmissa kohteissa olla tarpeen rakennusyrityksen oma talotekniikkaa koordinoiva työnjohtaja. Luovutus on suunniteltava talotekniikan ehdoilla sekä urakoitsijoiden tietämystä tulee hyödyntää erityisesti talotekniikan luovutusvaiheen suunnittelussa ja koordinoinnissa. Myös aliurakoitsijoiden oman työn tarkastusvelvoitetta on korostettava jo urakoiden sopimusvaiheessa ja työnaikaiset tarkastukset tulisi sitoa omiksi maksuerikseen. Tutkimuksessa kehitettiin esimerkkiyrityksen laatujärjestelmään luovutusvaiheeseen liittyviä uusia työkaluja yrityksen toimihenkilöiden käyttöön. Uudet työkalut auttavat luovutusvaiheen suunnittelussa ja aikataulutuksessa, taloteknisten aliurakoiden laadunvalvonnassa, luovutettavan aineiston keräämisessä sekä käytönopastuksen suunnittelussa.
