Abstract
The amount of legal information and its significance in society are continuously increasing. Legal information portals try to gather essential juridical information into one place, so that users don't have to search for this information in several web sites. Legal portals with a large number of documents must have advanced searching and linking capabilities. This way users can find the documents they need without browsing lots of unnecessary information. The semantic web is a vision of information that is understandable by computers. With semantic web technologies, it is possible to attach explicit, ontology-based metadata to documents and use this information in developing more intelligent applications. These technologies can be used also in improving standalone information portals. The goal of this thesis was to analyse semantic web technologies and methods that can be used in improving usability of information portals. By developing a prototype system, it was investigated how these technologies and methods can be meaningfully applied in context of a certain legal portal Edilex, which is owned and published by Edita Publishing Ltd. A literature study was conducted in order to gain deeper insight about semantic web architecture and essential standards. Prominent semantic methods that are used in web information portals were introduced. These methods include converting thesauri and taxonomies to ontologies, semantic concept search, view-based search and semantic recommendations. All these were applied in prototype system. Evaluation of the results of this study indicates that semantic web technologies can be used in improving usability of a certain legal information portal. Particularly semantic concept search and view-based search seem to assist different use cases of juridical information retrieval. Semantic information can be used efficiently in applications if rich ontologies can be used. In this study some structural issues were identified in ontologies that were used in prototype system. These should be resolved in future work.Oikeudellisen tiedon määrä ja merkitys yhteiskunnassa ovat koko ajan kasvamassa. Lakitietopalveluiden tavoitteena on kerätä käyttäjien tarvitsema oikeudellinen tieto yhteen paikkaan, jotta tietoa ei tarvitse etsiä esimerkiksi eri tiedontuottajien omilta www-sivuilta. Laajan lakitietopalvelun hakutoimintojen ja dokumenttien keskinäisen linkityksen tulee olla riittävän kattavia ja tehokkaita, jotta käyttäjä löytää haluamansa dokumentit helposti, eikä hänen tarvitse käydä läpi suurta määrää epäolennaista tietoa. Semanttisen webin tekniikoilla dokumentteihin voidaan liittää nykyistä enemmän eksplisiittistä, ennalta määriteltyihin sanastoihin perustuvaa metatietoa, jota sovellusten on mahdollista hyödyntää. Semanttisen webin visio antaa uusia mahdollisuuksia myös yksittäisen www-tietopalvelun kehittämiseen. Tässä diplomityössä tutkittiin www-tietopalveluiden käytettävyyden parantamiseen tähtääviä semanttisen webin tekniikoita ja menetelmiä sekä selvitettiin prototyyppijärjestelmän avulla millä tavoin niitä on mielekästä soveltaa Edita Publishing Oy:n Edilex-lakitietopalvelussa. Kirjallisuustutkimuksen avulla perehdyttiin semanttisen webin kerrokselliseen arkkitehtuuriin ja keskeisiin standardeihin. Verkkopalveluiden yhteydessä sovelletuista tärkeimmistä semanttisista menetelmistä esiteltiin asiasanastojen muuntaminen ontologiaksi, semanttinen käsitehaku, moninäkymähaku ja semanttiset suosittelut. Näitä myös sovellettiin prototyyppijärjestelmässä. Tulosten arviointi osoittaa, että semanttisen webin tekniikoilla on mahdollista parantaa lakitietopalvelun käytettävyyttä. Erityisesti semanttinen käsitehaku ja moninäkymähaku näyttävät tukevan hyvin oikeudellisen informaation erilaisia tiedonhakutilanteita. Semanttista tietoa voidaan sovelluksessa hyödyntää paremmin, mikäli käytössä on sisällöllisesti rikkaita ontologioita. Tutkimuksessa havaittiin prototyyppijärjestelmän ontologioissa selviä rakenteellisia ongelmia, joihin jatkokehityksessä voidaan puuttua.Description
