Abstract

Keskustelu julkisesta taiteesta on lisääntynyt Suomessa 2010-luvun loppupuolesta lähtien. Tähän ovat vaikuttaneet monet rakenteelliset muutokset, kuten prosenttiperiaatteen mukaisesti rahoitetun julkisen taiteen kasvu sekä tarve taideasiantuntijoille eli taiteen kuratoriaaliselle osaamiselle, kun julkisen taiteen hankkeita on enemmän. Samalla suhtautuminen julkisen taiteen ajallisuuteen on muuttumassa. Sekä keskusteluissa julkisesta taiteesta että käytänteiden tasolla on nähtävissä muutos: julkiseen tilaan tuotettavan taiteen ei tarvitse olla aina ikuista ja pysyvää.  Tämä pro gradu -tutkielma tarkastelee tilapäistä julkista taidetta niin ajankohtaisena ilmiönä että kuratoriaalisena strategiana. Tutkielmassa kysytään, miten julkinen taide on liikkunut kohti hetkellisiä ilmaisumuotoja? Miten kestoltaan rajatun julkisen taiteen kysymykset näkyvät tällä hetkellä eri julkisen taiteen asiantuntijoiden kuten museoiden ja itsenäisten kuraattoreiden toiminnassa ja käytänteissä? Millaisena kuratoinnin strategiana tai eleenä tilapäinen julkinen teos voi toimia?  Tutkielma yhdistää kahta eri menetelmää. Se tuo keskusteluun laajemmin julkista taidetta ja sen tilapäisiä muotoja koskevaa teoreettispainotteista taidehistoriallisista että kuratoriaalista kirjallisuutta. Lisäksi aihetta tarkastellaan konkreettisesti Suomen pääkaupunkiseudun kontekstista käsin haastattelututkimuksen keinoin. Tilapäisen julkisen taiteen kysymyksiin liittyen tutkielmaan on haastateltu yhdeksää julkisen taiteen kuraattoria, jotka ovat tehneet töitä julkiseen taiteen erilaisten hankkeiden parissa ja edustavat erilaisia positioita – niin institutionaalista kuin vapaata kenttää (Helsingin taidemuseo HAM, IHME Helsinki, Espoon modernin taiteen museo EMMA, Porin kulttuurisäätö -kollektiivi, Parties for Public Art -projekti sekä Vantaan taidemuseo Artsi).    Tutkielma pyrkii tuottamaan perustutkimusta tilapäisen julkisen taiteen ilmiöstä ja julkisen taiteen kuratoriaalisista käytänteistä suomeksi sekä havainnoimaan tilapäisen taiteen merkityksiä julkisessa tilassa eri näkökulmista keskustelevaan tyyliin. Tutkielman lopuksi nostetaan pohdinta tilapäisestä julkisesta taiteesta kuratoriaalisena strategiana, joka voi auttaa tunnistamaan nimenomaan julkisen tilan kauttaaltaan sosio-poliittista luonnetta. Hetkellisesti julkisessa tilassa koettavat teokset voivat tuoda koettavaksi radikaalimman käsityksen julkisen tilan ajasta, jossa mennyt ja tuleva ja useat näkökulmat yhdistyvät. 

Since the late 2010s, discourses around public art have increased in Finland. This has been driven by a number of structural changes, such as an increase in the number of percent for art funded public art projects and a growing need for art experts and curatorial skills, as more public art projects are being implemented. At the same time, there is ongoing shift in how public art’s ability to function over time is viewed as the number of temporary public art projects has grown. Both in the current discourses surrounding public art and the way it is implemented in practice, a change is visible: art produced in public space does not always have to be permanent.  This thesis examines temporary public art both as a contemporary phenomenon and as a curatorial strategy. The research investigates first the shifts that have moved public art towards more temporal forms of expression. Regarding the curatorial practices in public art, the research explores how issues of temporary public art are currently reflected in the activities and practices of various public art professionals, such as museums and independent curators. What kind of curatorial strategy or gesture can a temporary public artwork serve as?  The research combines two different methods. It introduces theoretical literature and frames the art historical and curatorial contexts of temporary public art. In addition, the research examines the topic from the context of the Finnish metropolitan area through interview research. Addressing issues of temporary public art, nine public art curators were interviewed. These curators have worked on various public art projects and represent different positions - both institutional or artist- or curator-led practices. (Helsinki Art Museum HAM, IHME Helsinki, Espoo Museum of Modern Art EMMA, Pori Kulturisäätö curatorial collective, Parties for Public Art project and Vantaa Art Museum Artsi). The thesis seeks to produce much needed basic research in Finnish on the phenomenon of temporary public art as well as on the curatorial practices of public art. The meanings of temporary art in public spaces are investigated in dialogue with different perspectives. The thesis concludes with a reflection on temporary public art as a curatorial strategy that can help to identify the thoroughly socio-political nature of public spaces. Artworks that are only momentarily experienced in public spaces can bring more radical understanding of the time of public space, where past and future and multiple perspectives can be brought together.
