The purpose of web accessibility is to offer the same information, services and functionality of the web to as many people as possible regardless of how they use the web, and give everyone the possibility to perceive, understand, navigate, interact, and contribute to the web.
The purpose of this thesis was to do a literature review in order to understand how different kinds of users use the internet, how web accessibility is defined and how the accessibility of websites is regulated through laws and helped with worldwide WCAG guidelines. A case study was carried out in the latter part of the thesis, discussing the creation of a new accessible website for the Regional State Administrative Agency for Southern Finland – Saavutettavuusvaatimukset.fi. The thesis demonstrated how WCAG 2.1 guidelines were used during the project and the accessibility level of the created website was analyzed with the results of an accessibility audit.
Based on the case study evaluation results, the general accessibility level of the produced website was good with only a moderate amount of easily fixable problems. Taking into consideration that an audit process is a common present-day practice to include in the development phase in order to achieve a good level of accessibility, the end result of the website conformed to the wanted WCAG 2.1 AA level.Saavutettavuus tarkoittaa samojen verkkosisältöjen tarjoamista mahdollisimman monille, lukuun ottamatta millä tavoin he käyttävät tietokonetta tai selaavat verkkosivustoja. Tarkoituksena on antaa kaikille samanlainen mahdollisuus havaita, ymmärtää, navigoida ja vuorovaikuttaa internetissä.
Työssä tehtiin kirjallisuuskatsaus, jonka tarkoituksena oli selvittää kuinka erilaiset käyttäjät selaavat internetiä, mitä saavutettavuus tarkoittaa ja kuinka verkkosivustojen saavutettavuutta pakotetaan lakien välityksellä apunaan maailmanlaajuiset verkkosisällön WCAG-saavutettavuusohjeet. Työn jälkipuolisko keskittyi tapaustutkimukseen, jossa toteutettiin uusi saavutettava verkkosivusto Etelä-Suomen aluehallintovirastolle – Saavutettavuusvaatimukset.fi. Työssä näytettiin, kuinka WCAG 2.1 ohjeita hyödynnettiin projektissa ja sivuston saavutettavuuden taso testautettiin ulkopuolisella auditoijalla.
Tapaustutkimuksen tuloksien perusteella sivuston yleinen saavutettavuuden taso oli hyvä ja testauksessa havaittiin vain kohtalainen määrä teknisiä ongelmia, joista suurin osa oli helposti korjattavissa. Ottaen huomioon, että auditoinnit ovat yleistyneet vakioksi kehitysprosessin osana saavutettavuuden varmistamiseksi, lopputulos oli vaaditun WCAG 2.1 ohjeistuksen AA-tason mukainen.
