Development needs of the electricity distribution network

Abstract

The energy system is undergoing a major transformation, while energy production is shifting away from fossil fuels. In Finland, this change affects both electricity and heat production.

This study examines the development needs of the electricity distribution network due to the energy transition. The research was conducted through a literature review and expert interviews.

The results of the study show a significant gap between the investment capacity of electricity distribution companies and the national investment needs. Currently, distribution network companies are able to invest much less than the national investment requirements. The significantly lower investment capacity is expected to delay the implementation of clean transition projects, especially ones that would require increasing the capacity of the electricity distribution network.

Energiajärjestelmä on keskellä suurta murrosta energiantuotantorakenteen muuttuessa yhä vähemmän fossiilisia polttoaineita hyödyntäväksi. Suomessa murros koskee sekä sähkön- että lämmöntuotantoa.

Tässä työssä on tarkasteltu energiamurroksesta aiheutuvia kehittämistarpeita sähkönjakeluverkon näkökulmasta. Tutkimus toteutettiin kirjallisuuskatsauksen ja asiantuntijahaastatteluiden avulla.

Työn perusteella havaittiin, että sähkönjakeluverkkoyhtiöiden investointikyvyn ja kansallisen investointitarpeen välillä on merkittävää alijäämää. Tällä hetkellä jakeluverkkoyhtiöt kykenevät investoimaan huomattavasti kansallista investointitarvetta vähemmän. Investointitarvetta huomattavasti matalamman investointikyvyn arvioidaan hidastavan erityisesti niiden puhtaan siirtymän hankkeiden toteutumista, jotka vaatisivat sähkönjakeluverkon kapasiteetin kasvattamista.
