Abstract
This thesis is a literature review on unemployment insurance savings accounts and the model’s potential for Finland as an unemployment insurance reform. My work reviews what economic theory concludes on the features of optimal unemployment insurance and most importantly, what kind of an impact the unemployment insurance savings accounts reform would have on both individual and societal levels. To answer the actual research question, the most important sources of information are data simulations conducted to research the effects of a such reform and empirical evidence from Chile, where savings account-based unemployment insurance has been in use since the 1990s. To provide further insights, I reflect on observations from the literature review to each other to estimate the potential of the model for Finland specifically.
