Implementing information system in the organization - Case implementation of cost management sofware of infra projects to the city

Abstract

The aim of this thesis was to study an implementation process of the Fore information system (IS) and eventually to create a process chart. The process chart aimed at discovering course of actions to implement the system successfully in practise.

The theoretical part of this study concerns IS process as well as the issues that affect the process in the design and implementation phase. This information can be adapted in general to other IS implementation projects.

The study was based on an empirical case study. The empirical part of the research examined the implementation of Fore IS in the cities of Tampere and Helsinki. The cost management of infrastructure projects of Tampere has formerly been carried out with the help of reference data of old projects and the old spread sheet-based cost estimate methods whose price information was distorted. Fore provides a common nomenclature and a modern analysis tool to determine the costs of the projects. In addition, the study examined implementation project experiences of Fore IS in the city of Helsinki.

In order that Fore could be used effectively, it must become a part of organizations' entire cost management process of infrastructure projects. This requires changes in practices and attitudes in the organization. The change management of the organization should be underlined during the implementations, which among other things requires the commitment of the users and maintaining their motivation.

Based on the interviews, it is challenging to get the users motivated to an implementation project because their content of the work and objectives in the cost management of infrastructure projects are very different. Hence, people should always benefit from the new system.

Tämän diplomityön tarkoituksena oli tutkia Fore-tietojärjestelmän käyttöönottoa organisaatiossa ja luoda lopulta sille prosessikaavio. Prosessikaavioon pyrittiin löytämään toimintatapoja, joilla käyttöönotto voidaan suorittaa onnistuneesti.

Työn teoriaosuudessa käsitellään tietojärjestelmän käyttöönottoprosessia sekä siihen vaikuttavia asioita suunnittelu- ja käyttöönottovaiheessa. Näitä esille nostettuja asioita voidaan hyödyntää yleisesti tietojärjestelmien käyttöönotoissa.

Empiriaosuudessa tutkittiin case-tutkimuksella Fore-tietojärjestelmän käyttöönottoa Tampereen ja Helsingin kaupungeissa. Tampereella infrahankkeiden kustannushallintaa oli toteutettu vanhojen hankkeiden viitetietojen avulla ja vanhoilla taulukkolaskentapohjaisilla kustannusarviomenetelmillä, joiden hintatieto oli vääristynyttä. Fore tarjoaa yhteisen nimikkeistön organisaation käyttöön sekä nykyaikaisen laskentatyökalun hankkeiden kustannusten määrittämiseen. Tutkimuksessa selvitettiin lisäksi kokemuksia aiemmin suoritetusta Helsingin kaupungin käyttöönotosta.

Jotta Forea voidaan hyödyntää tehokkaasti, on se saatava osaksi organisaation koko infrahankkeiden kustannushallintaprosessia. Tämä vaatii organisaation toimintatapojen ja asenteiden muutosta. Käyttöönotoissa olisikin syytä keskittyä erityisesti organisaation muutoksen hallintaan, joka vaatii muun muassa käyttäjien sitouttamista projektiin ja motivaation ylläpitoa uutta järjestelmää kohden.

Haastattelujen perusteella nousi esiin se, että on hyvin haastavaa saada motivoitua kaikki järjestelmän käyttäjät käyttöönottoprojektiin. Forea käyttävien henkilöiden työkuvat ja tavoitteet infrahankkeiden kustannushallintaan ovat hyvin erilaisia. Sen takia henkilöille pitäisi pystyä aina perustelemaan henkilökohtainen hyöty uudesta järjestelmästä.
