Abstract

A large amount of public funds are invested in infrastructure projects. Yet, the common belief is that cost overruns are both frequent and large. Usually the cost estimate is presented as a single number with a contingency of a certain percent and the risk analysis in cost estimation is lacking. The aim of this thesis is to study how reliable cost estimates in infrastructure projects are and investigate in how the simulation method called the Monte Carlo method can be used in cost estimation and whether the method makes the estimates more reliable. The thesis is a literature study complemented with case studies. The main case study is done on the cost estimate of one of the new metro stations of the Western Metro Extension in Espoo. Most studies agree that cost overruns in infrastructure projects are common, large and exist worldwide. The biggest reasons are scope changes, delays, the funding process and politics. All risks cannot be avoided, but through risk analysis they could be better managed. Risk analysis is typically done qualitatively. With a probabilistic risk analysis method such as Monte Carlo, the cost effect of risks is analysed, visualized and better managed. One limitation of Monte Carlo is that it demands a lot of the risk analysis group and cost estimators. It is vital that everybody understands the concept of the simulation and that the right values, correlations and probability distributions are found. It is also important to remember that Monte Carlo is only as good as the comprehensiveness of the risks identified. There will always be uncertainties in an infrastructure project that can come as a surprise and affect the outcome costs. The Monte Carlo simulation is most effectively used in decision making, while it describes the uncertainties and risks in the cost estimate making the decision process fairer. Monte Carlo can however also be used in project management by pointing out the largest risk factors and effects. The method could also be used in schedule planning and cost-benefit analysis in similar ways. Further research is needed in risk pricing methods and the use of Monte Carlo as a project management tool during the construction phase. There is also a lack of studies on cost estimate accuracy in Finnish infrastructure projects.

Mycket offentliga medel investeras i infrastrukturprojekt. Ändå är den allmänna uppfattningen att kostnadsöverskridningar är både vanliga och stora. Vanligtvis presenteras kostnadsberäkningen som ett ända tal med en procentuell kostnadsreserv. Dessutom är kostnadsberäkningens riskanalys ofta bristfällig. Målet med detta arbete är att studera kostnadsberäkningarnas pålitlighet i infra-strukturprojekt samt undersöka hur simulationsmetoden Monte Carlo kan användas i beräkningarna för att göra dem pålitligare. Arbetet är en litteraturstudie kompletterad med fallstudier. Den största fallstudien är gjord på kostnadsberäkningen av en metrostation tillhörande Västmetron i Esbo. De flesta studier är överrens om att kostnadsöverskridningar i infrastrukturprojekt är vanliga, stora och världsomspännande. De mest betydande orsakerna är förändringar i projektplanen, förseningar, statens finansieringsprocess samt politik. Alla risker kan inte undvikas, men genom riskanalys kan de hanteras bättre. Riskanalysen i infrastrukturprojekt görs vanligtvis kvalitativt. Med en sannolikhetsbaserad riskanalysmetod som Monte Carlo kan riskernas kostnadseffekter bättre analyseras, visualiseras och övervakas. En begränsning av Monte Carlo är att den kräver mycket av riskanalysgruppen och kostnadsexperterna. Det är viktigt att alla förstår simuleringens funktion och att rätt värden, korrelationer och sannolikhetsfördelningar hittas. Man bör också komma ihåg, att Monte Carlo resultaten endast är så bra som omfattningen av identifierade risker. Det kommer alltid att finnas osäkerhet i infrastrukturprojekt som inte går att förutse men påverkar kostnaderna. Monte Carlo simuleringen fungerar bäst som ett hjälpmedel i beslutsfattningsprocessen, i och med att den beskriver osäkerheterna och riskerna som kostnadsberäkningen innefattar. Monte Carlo kan dock även användas i projektledning eftersom den pekar ut de största riskerna och deras kostnadseffekter. Metoden kan också användas i tidsplanering och kostnadsnyttoanalyser på liknande sätt som i kostnadsberäkningar. Ytterligare forskning behövs för att utveckla riskprissättningsmetoder. Forskning om metodens användning som ett verktyg i projektledning under projektets gång samt studier om noggrannheten i finska projekts kostnadsberäkningar saknas.
