Abstract
Työssä tutkitaan elokuva- ja TV-alan palkkauskäytänteitä suomessa. Työ esittelee alan nykyisiä työmarkkinarakenteita, joihin lukeutuu projektiluonteisuus, itsensä työllistävät freelancerit ja suhdeverkosto perustainen rekrytointi. Palkkauskäytänteiden kartoittamista varten toteutettiin kvalitatiivinen haastattelututkimus. Haastatteluaineistona toimii 12 puolistrukturoitua haastattelua alan ammattilaisilta, joista puolet edustavat työnantajia ja loput freelancereina toimivia alan työntekijöitä. Haastatteluissa selvitettiin mistä ja miten henkilöstöä rekrytoidaan, mitkä ovat alan vakiintuneita käytenteitä palkkaneuvotteluissa ja kokevatko työntekijät palkkakehityksen olevan alalla mahdollista. Tämän lisäksi tutkimus syventyy alan työehtosopimuksen palkkataulukkomalliin; onko se alan tekijöille toimiva, ja miten kehittää taulukkoa palvelemaan alan tarpeita vielä paremmin. Tutkimusta tehdessä havaitiin, että kiireessä ja epäammattimaisesti toteutettu rekrytointi ja siitä seuraavat palkkaneuvottelut kuormittavat freelancereita tarpeettomasti työsuhteiden väleissä. Työnantajat kokevat kovaa painetta henkilöstön palkkauksessa lyhyiden rahoituspäätösten vuoksi. Haastattelut myös toivat ilmi, että palkkaneuvotteluiden pohjana käytettävä työehtosopimuksen palkkataulukko on erittäin tärkeä työkalu, mutta sen tulkinnoissa on runsaasti erimielisyyksiä ja talukon rinnalle kaivataan tarkempaa soveltamisohjetta. Työn loppuun esittellään eri maiden elokuva- ja TV-tuotantojen palkkataulukoita ja pohditaan mitä niistä voisi mallintaa myös Suomeen. Työ ehdottaa palkkataulukkoa, mutta myös koko alaa edistäviksi toimiksi palkkataulukon palkkaryhmittelyiden selkeämpää määrittelyä sekä alan ammattinimikkeiden tarkkaa selontekoa, ja sitä kautta standardisointia.The thesis examines pay practices in the film and TV industry in Finland. The work presents the current labour market structures in the sector, including project-based workforce, self-employed freelancers and network-based recruitment. A qualitative interview survey was conducted to map hiring practices. The interview data consists of 12 semi-structured interviews with professionals in the field, half of whom represent employers and the rest freelancers. The interviews were conducted to find out where and how staff are recruited, what are the established practices in the sector in terms of salary negotiations and whether employees feel that salary progression is possible in the industry. In addition, the study looks at the industry's collective agreement pay scale model; whether it works for the people working in the industry and how to develop the scale to better serve the needs of the field. The research found that rushed and unprofessional recruitment and subsequent salary negotiations put unnecessary strain on freelancers between employment. Employers feel under pressure to hire the crew quickly due to short green lighting practices. The interviews also revealed that the collective agreement pay scale, which is the basis for wage negotiations, is a very important tool, but that there is disagreement over its interpretation and that it needs to be supported by more precise instructions for its use. The paper concludes by presenting wage scales from other countries' film and TV productions and discussing what could be modelled for Finland. The paper suggests that the salary scale, but also the whole industry, could benefit from a clearer definition of the salary groupings in the salary scale and a precise description of the job titles in the field, and therefore their standardization.Description
