Abstract
The study deals with the Finnish Parliament and MPs: How they utilize IT tools and services and what has been the development from year 1985 to this day. The objective of the study is to clarify possibilities to effectively support MP's work. The action research methods are mainly used. As a part of the study the work processes of the Parliament and MPs have been described. MPs have many different roles and interaction environments in which IT services must be available. There is a clear need to profile and personify IT services for these environments. MPs' missions can be useful for this purpose. MPs' and their assistants' use of IT and experiences of it were studied with a questionnaire. MPs and assistants use IT tools and services quite a lot but usually only basic services (like email) were used. Some MPs were interviewed about IT services offered to them and problems connected to IT. During these interviews it was also possible to study other problems and development targets in MPs' work. It was found out that IT can essentially improve MPs' possibilities in the knowledge work, e.g. in the time and knowledge management and in communication. One result of the study is a model which describes how MPs utilize IT. The model can be used for instance in the parliament's strategy work. The benchmarking of IT in some parliaments connects results to the wider environment. The analysis of MPs' own web-pages reveals that the use of this kind e-democracy tool is quite undeveloped. In the study also some trends of the e-democracy and e-parliament development are presented and discussed.Description
