Abstract

Urban mobility systems across the globe continue to reflect deeply embedded gender biases, often marginalising the needs and experiences of women and un-derrepresented groups. This thesis investigates how gender-responsive mobility planning can serve as a catalyst for more inclusive and equitable urban environ-ments, even in resource-constrained settings. The methodology employed a mixed-methods approach, including a semi-sys-tematic literature review, semi-structured expert interviews and a grey literature review of local documents to understand key mechanisms through which gender influences mobility patterns and outcomes, and to identify key focus areas. In re-sponse to the limited applicability of existing planning resources, an evidence-based toolkit tailored to resource-limited urban contexts, offering short-term and cost-effective strategies for enhancing inclusivity in transport planning was devel-oped and applied in Tuxtla Gutiérrez, Mexico. The toolkit’s implementation through a cycling initiative in Tuxtla and creating a new local women cyclist group, illustrates the potential of participatory, bottom-up planning to embed gender considerations within urban transport policy and practice. By reframing mobility through an equity lens, the study contributes to broader debates on sustainable urban transitions and demonstrates that addressing gender disparities is not marginal, but central to achieving resilient and inclusive cities.
