Abstract
To estimate the Intelligent Speed Assistant (ISA) based Pay-As-You-Speed (PAYS) insurance service in market in aspect of speeding reduction and crash rate reduction, a field project with 600 participants was conducted from 2017 to 2021 in Sweden. All the participants started the service at different times and were involved for shorter or longer periods. During the service period, each driver’s speeding data are collected, and crash records from 1.5 year before each driver joined the project till 1.5 years after ending are also available. Participants could receive financial incentive with their insurance fee linked to speeding behaviors detected by a GPS-based on board unit which give real-time feedback with visual signals. The result shows the PAYS project could reduce speeding during the activation of the service and had more obvious impact on those who are more willing to take the service. The comparison among crash rates before, during and after the service shows the crash rate during the service is more than doubled than the rate before the service, and the crash rate after the service is also higher than the one before. Hence, the PAYS service has positive impact on speeding reduction, but at the same time, the influence from it on car crash reduction turned out to be negative.
