Abstract
Tämä diplomityö käsittelee Porvoon Kokonniemen tulevaisuutta alueen nykyisen leirintäaluetoiminnan päättymisen jälkeen. Kokonniemi on osa Porvoonjoen Länsirantaa, joka tulee kehittymään lähivuosina Porvoon kaupungin laajenemisen seurauksena. Tämän työn tavoitteena on luoda alueelle kaupunkisuunnittelutason viitesuunnitelma, jossa toteutetaan energiaviisauden ja matalapäästöisyyden periaatteita. Tämä työ on toinen kahdesta Porvoon kaupunkisuunnitteluosaston samanaikaisesti tilaamasta Kokonniemen aluetta koskevasta diplomityöstä. Molemmat työt toimivat omana kokonaisuutenaan, mutta ne on tehty tiiviissä yhteistyössä ja tulokset ovat toisiaan tukevia. Toisessa työssä on keskitytty käsittelemään energiatehokkaan yhdyskuntarakenteen ratkaisuja, paikallista energiatuotantoa ja niihin perustuvaa vaihtoehtojen vertailua ja arviointia. Tämä diplomityö koostuu kuudesta osiosta: johdanto, identiteetti ja tulevaisuuskuva, alueen analyysi, vaihtoehdot, suunnitelma ja loppupäätelmät. Ensimmäisessä osiossa kerrotaan tarkemmin yhteistyön taustasta, työnjaosta, käsitteistä ja valitusta näkökulmasta. Työn toisessa osiossa määritellään Porvoon ja Kokonniemen identiteettiä tilastotietojen, maastokäynnin ja kirjallisuuden avulla. Lisäksi on tehty skenaariomenetelmää käyttäen Porvoolle toivottava tulevaisuuskuva kehittämisen suuntaviivaksi. Kolmannessa osiossa analysoidaan alueen kaupunginkehitystä, toimintoja, rakenteita ja maisemaa. Analyysin päätelmänä tunnistetaan potentiaaliset rakentamisalueet sekä alueen vahvuudet ja kehitystä vaativat piirteet. Neljännessä osiossa alueelle laaditaan neljä vaihtoehtoista maankäyttösuunnitelmaa, jotka eroavat rakenteeltaan, tehokkuudeltaan ja energiaratkaisuiltaan. Vaihtoehtojen vertailun ja arvioinnin pohjalta valitaan alueelle ja tavoitteisiin sopivimmat ratkaisut ja periaatteet jatkokehitystä varten. Osiossa esitellään myös relevantteja referenssikohteita tukemaan suunnittelua. Viidennessä osiossa luodaan alueelle viitesuunnitelma, jossa on otettu huomioon edellisistä osioista saadut päätelmät. Suunnitelmassa Kokonniemeen tuleva uusi asuinrakentaminen täydentää nykyistä asuinaluetta ja parantaa rannan ja virkistysalueiden saavutettavuutta. Rakenne ja massoittelu on energiaviisasta ja sallii aurinkoenergian ja maalämmön hyödyntämisen alueella. Ratkaisut kannustavat kestävään elämäntapaan suosimalla kevyttä liikennettä ja tukemalla alueen elämyksellisyyttä. Viimeisessä osiossa tarkastellaan työprosessia ja siitä saatuja päätelmiä. Energianäkökulman todetaan olevan tärkeä osa kaupunkisuunnittelua, joka on integroitava aktiiviseksi osaksi suunnittelua alkuvaiheista lähtien.This thesis deals with the future of the Kokonniemi region of Porvoo after the termination of the current campsite activities. Kokonniemi is part of the west bank area of Porvoo River, which will evolve over the coming years as a result of the expansion of the City of Porvoo. Objective of this work is to create a master plan, which implements the principles of the energywise and low-emission planning. This work is one of the two master’s thesis commissioned simultaneously by the City Planning Department of Porvoo. Both works operates as a separate entity, but they are made in close co-operation and the results are mutually supportive. The other work is focused to handle energy-efficient solutions of the urban structure, local energy production and the comparison and assessment of alternatives. This thesis consists of six parts: introduction, identity and future scenario, area analysis, alternatives, plan and final conclusions. The first part describes in more detail the background of co-operation, division of work, concepts and the selected point of view. In the second part of the thesis the identity of Porvoo and Kokonniemi is defined using statistical data, field visits and literature. In addition a desired vision of the future Porvoo is drawn using the scenario method. The vision acts as a guideline for the city development. The third part of the work analyses the development, functions, structures and landscape of the area. In the conclusion of the analysis the potential areas of construction and the strengths and weaknesses of the area are identified. In the fourth part of the thesis four alternative land-use plans are presented. They differ from each another by the structure, efficiency and energy solutions, and the most appropriate solutions and principles are selected for the further development based on the comparison and evaluation. The relevant reference projects supporting the planning are also included in this part. In the fifth part a master plan of the area, which takes into account the conclusions of the previous parts, is created. In the plan the new constructions of Kokonniemi complement the existing residential area and improve the accessibility of the seaside and recreational areas. The structure and massing of the area is energywise and allows the exploitation of solar energy and geothermal energy. Solutions encourage sustainable lifestyle by favouring pedestrian traffic and supporting experientality of the area. In the last part of the thesis the work process is examined and the conclusions derived. Energy perspective is found to be an important part of urban planning. It should have an active role in the urban planning and be integrated in the planning process from the early stages.Description
