Abstract

The Finnish electricity market is an integral part of the European electricity market and the Nordic electricity system. The primary objective of the electricity market is to facilitate the balancing of electricity supply and demand and to ensure the provision of electricity to society in the most cost-effective manner possible. Prices established in marketplaces serve to guide the decisions of market participants with respect to electricity production and consumption in the short term, as well as investments in the long term. This thesis examines the price elasticity of demand in the Finnish electricity market, focusing on changes in response to increasing price volatility. The study aims to investigate whether the rising price volatility experienced in Finland between 2021 and 2023 influenced the electricity price elasticity of electricity consumption. The assumption was tested using data from several open sources and a unique consumption dataset from Helen Sähköverkko Oy. After the literature review, Ordinary Least Squares and Two Stage Least Squares were selected as the statistical methods. The results of the analysis were in line with earlier research. OLS is deemed a deficient analysis for electricity price elasticity calculations because of the endogeneity issue. It produced very low results, both negative and positive. 2SLS also produced results that correspond to earlier research but – unlike OLS – are also plausible. All obtained values were negative, with the peak being in 2022, with an elasticity of -0.16. The results show that the price elasticity of electricity demand of residential consumers did indeed increase slightly after the significant increase in prices and price volatility experienced in late 2021 and thereafter.

Suomen sähkömarkkinat ovat tärkeä osa eurooppalaista sekä pohjoismaista energiajärjestelmää. Sähkömarkkinan pääasiallisena tarkoituksena voidaan pitää sähkönkulutuksen ja -kysynnän tasapainotusta sekä yhteiskunnan sähkönsaannin takaamista mahdollisimman kustannustehokkaasti. Sähkömarkkinalla muodostu-neet hinnat ohjaajat markkinaosapuolten päätöksiä sähköntuotannon, -kulutuksen sekä pitkäaikaisten investointien suhteen. Tämä diplomityö tarkastelee kulutuksen hintajoustoa Suomen sähkömarkkinoilla, keskittyen ennen kaikkea sen muutoksiin korkean hintavolatiliteetin aikana. Työn tarkoituksena on tutkia, aiheuttiko vuosien 2021–2023 nouseva hintavolatiliteetti muutoksia sähkönkulutuksen hintajoustoon. Tätä oletusta testattiin käyttäen dataa useista avoimista lähteistä sekä Helen Sähköverkko Oy:ltä saatua ainutlaatuista kulutusdataa. Kirjallisuuskatsauksen jälkeen tilastollisiksi tutkimusmenetelmiksi valikoituivat pienimmän neliösumman menetelmä (OLS) sekä kaksivaiheinen pienimmän neliösumman menetelmä (2SLS). Kaikki tutkimuksen tulokset olivat yhtäpitävät aiemman kirjallisuuden kanssa. OLS:n tulokset olivat vajavaisia johtuen muuttujien endogeenisuusongelmasta. Tilastomallin tuloksena saadut hintajouston arvot olivat erittäin pieniä sekä vaihdellen positiivisia sekä negatiivisia. 2SLS-analyysin tulokset olivat sen sijaan uskottavia. Kaikille tutkimuksen kohteena oleville vuosille saatiin negatiivinen arvo, korkeimman hintajouston osuessa vuodelle 2022 (-0,16). Tulokset osoittavat, että kotitalousasiakkaiden sähkönkulutuksen hintajousto todella kasvoi hieman vuoden 2021 jälkeisen sähkön hintojen sekä hintavolatiliteetin kasvun aikana.
