Transferring IT services between organizations: A multi-case analysis of transfers from the perspective of knowledge sharing

Abstract

The IT outsourcing market continues to grow as organizations seek to take advantage of the opportunities afforded by specialized IT service providers. In addition to outsourcing scenarios, transfers of IT services also occur when the service is moved between different service providers, or from a service provider back to the owner organization. One critical part of such transfers is the transfer of service knowledge between two different organizations.

The focus of this study was to understand 1) what types of knowledge regarding IT services are important when transferring such services between two different organizations; 2) what are the best mechanisms through which such knowledge can be transferred between the organizations; and 3) what are the potential risks and success factors that may impact the successful transfer of the service.

This research was conducted as a literature review followed by two retrospective case studies of IT service transfers to a maintenance organization. The case study results were based on the combination of different sources of evidence that had persisted following the transfers such emails, calendars, documents, notes and instant messaging conversations.

The results highlighted the importance of both tacit and explicit aspects of knowledge, and realized the benefit of using multiple different mechanisms for knowledge transfer. Some potential risks and success factors were identified that may help in planning and executing IT service transfer projects.

Yritysten pyrkiessä hyödyntämään erikoistuneiden palveluntarjoajien mahdollisuuksia, tietojärjestelmien ulkoistaminen yleistyy yhä enemmän. Ulkoistamisen lisäksi IT-palveluja siirretään eri palvelutarjoajien välillä, tai mahdollisesti palveluntarjoajalta takaisin omistavalle organisaatiolle. Yksi haaste tällaisissa siirroissa on kahden organisaation välinen palvelutietämyksen siirto.

Tutkimuksen tarkoituksena oli ymmärtää 1) millainen IT-palvelujen tietämys on tärkeää siirrettäessä palveluja organisaatiolta toiselle; 2) mitkä ovat parhaita mekanismeja, joilla tällaista tietoa voidaan siirtää organisaatioiden kesken; ja 3) mitä ovat ne mahdolliset riski- ja menestystekijät, jotka voivat vaikuttaa palvelun siirron onnistumiseen.

Tämä tutkimus pohjautuu kirjallisuuskatsaukseen sekä kahteen retrospektiiviseen tapaustutkimukseen IT-palvelujen siirrosta huolto-organisaatiolle. Tapaustutkimusten tulokset perustuvat monen eri todistusaineiston yhdistelmään, esimerkkinä sähköpostit, kalenterit, asiakirjat, muistiinpanot ja pikaviestit.

Tulokset korostivat hiljaisten ja eksplisiittisten tietämystyyppien yhteisen tärkeyden, sekä osoitti monen mekanismin yhtäaikaisen käytön hyödyn siirrettäessä tietämystä. Joitakin mahdollisia riski- ja menestystekijöitä havaittiin, jotka voivat auttaa IT-palvelujen siirtojen suunittelua ja toteutusta.
