Issue of state of the on-farm irrigation infrastructure: Case study from Khorezm region, Uzbekistan

Abstract

The collapse of the Soviet Union left its newly independent states, Central Asian countries, struggling with the legacy of the communist centralized management. As one of its physical features, in Uzbekistan was left a vast irrigation and drainage system, which was expanded after 1960. After that the signs of the Aral Sea catastrophe began to show. The irrigation system is still in use to keep up the economy of Uzbekistan, which lies widely on irrigated agriculture. The irrigation infrastructure is reported to be deteriorated and unsustainable causing water losses and water and land degradation. Water management is still going through changes, which began when gaining the independence. Practice has showed that the water users are not properly informed about them. The newly established water users' associations (WUAs) are considered more as another water administration, and not a way of introducing collective action, as the name indicates. Property rights and on-farm system maintenance was examined in the territory of one WUA through questionnaire survey and in situ observations. At first, the results show that if the purpose of the changes in property ownership issues is to widen water users' participation in decision-making to boost maintenance, the property rights are not properly introduced to or understood by them. Secondly, the results of this research show that there are contradictory opinions on the state of the infrastructure. Stakeholders of this study evaluated the infrastructure to be in satisfactory condition. However, the maintenance evidenced to be partly incomplete, both for the on-farm and higher level infrastructure.

Neuvostoliiton hajoaminen jätti jälkeensä sen myötä itsenäistyneisiin Keski-Aasian valtioihin kommunistisen keskitetyn hallintomuodon jäänteet, joiden kanssa niiden oli tultava toimeen. Yhtenä sen aineellisista ilmentymistä Uzbekistaniin jäi valtava kastelujärjestelmä, jota laajennettiin 1960-luvulla. Tämän jälkeen alkoivat Araljärven katastrofin merkit näkyä. Kastelujärjestelmä on edelleen käytössä ja turvaa Uzbekistanin taloudellisen tilanteen, mikä on paljolti maatalouden ansiota. Kasteluinfrastruktuurin on sanottu olevan huonossa kunnossa ja aiheuttavan vesihäviöitä ja veden ja maaperän laadun huononemista. Uzbekistanissa vesivarojen hallinnassa on tapahtunut muutoksia itsenäistymisestä lähtien. Käytännössä vedenkäyttäjiä ei ole riittävästi tiedotettu niistä. Äskettäin perustetut vedenkäyttäjäyhdistykset ymmärretään ennemmin uudeksi vesihallinnon elimeksi, kuin tavaksi toteuttaa kollektiivista toimintaa, mistä sen nimi ennemminkin kertoo. Omistussoikeuksia ja maatilatason järjestelmän kunnossapitoa tarkasteltiin yhden vedenkäyttäjäyhdistyksen alueella kyselytutkimuksen ja paikan päällä tehtyjen havaintojen turvin. Ensiksikin tulokset osoittivat, että mikäli organisaatiomuutoksilla oli tarkoitus lisätä vedenkäyttäjien osallistumista päätöksentekoon ja parantaa kunnossapidon onnistumista, vedenkäyttäjillä ei ole riittävästi tietoa ja ymmärrystä asiasta. Toisaalta tulokset näyttävät, että havainnot infrastruktuurin kunnosta ovat ristiriitaisia. Kyselytutkimukseen osallistuneet arvioivat kunnon olevan kaikkiaan vähintään tyydyttävä. Silti kunnossapito on todistettavasti osittain vaillinaista sekä maatilatasolla että ylemmällä hierarkkisella tasolla tutkimusalueella.
