Abstract
The aim of this thesis was to develop a report and follow-up model for the Public Private Partnerships (PPP) projects that would monitor and report real estate life-cycle costs realizations, make predictions, and consistently compare different real estate life-cycle costs. The study was based on a general review of literature on PPP projects, lice-cycle management and property maintenance, as well as interviews. For the interviews, the Nordic Construction Company (NCC Oy) was chosen for their present property maintenance operations models. Also through the interviews the real estate maintenance management of different companies were compared in order to verify if their operational models could be applied to the PPP projects. The interviews revealed that the maintenance of PPP projects is planned to a greater extent than traditional projects; therefore, no appropriate standard of operations was found for the PPP projects. The maintenance stage project is driven by technical needs, while the maintenance of non-PPP projects is regulated by many other factors. As a result of this study a report and follow-up model for the PPP projects, with its own classification and follow-up matrix, will be implemented into all the PPP projects of NCC Oy. It will also be integrated into all the other systems of the company.Tämän diplomityön tavoitteena oli kehittää raportointi- ja seurantamalli elinkaarihankkeille, jonka avulla voidaan seurata ja raportoida kiinteistön elinkaaren aikaisten kustannusten toteutumia ja tehdä ennusteita, sekä yhdenmukaisesti vertailla eri kiinteistökohteiden elinkaarikustannuksia. Tutkimus perustui kirjallisuus- ja haastattelututkimukseen. Kirjallisuusosuudessa perehdyttiin yleisesti rakennusten elinkaarihankkeisiin, elinkaarenhallintaan sekä kiinteistöjen ylläpitoon. Haastatteluosuudessa tutustuttiin kohdeyritykseen, NCC Oy:hyn, ja selvitettiin heidän nykyiset kiinteistöjen ylläpidon toimintamallit eli miten kiinteistöjen ylläpitoa hoidetaan ja ohjataan tällä hetkellä. Lisäksi haastatteluosuudessa selvitettiin miten erilaiset rakennus- ja kiinteistösektorin toimijat hoitavat kiinteistöjensä ylläpidon sekä voitaisiinko heidän toimintamalleja soveltaa myös elinkaarihankkeissa. Haastattelujen perusteella todettiin, että elinkaarihankkeiden ylläpito on pidemmälle suunniteltua kuin perinteisten hankkeiden. Lisäksi perinteisten hankkeiden ylläpitoa ohjaavat monet muutkin tekijät kuin pelkästään tekniset tarpeet. Näin ollen sellaisenaan elinkaarihankkeisiin soveltuvaa toimintamallia ei haastatteluissa löytynyt. Tutkimuksen tuloksena syntyi elinkaarihankkeiden seurantamalli, joka koostuu luodusta nimikkeistöstä sekä seurantataulukoista. Seurantamalliin tullaan liittämään kaikki NCC Oy:n vastuulla olevat elinkaarihankkeet ja myöhemmässä vaiheessa se tullaan myös liittämään yrityksen järjestelmiin.Description
