The role of hydrogen and electrofuels in implementing the carbon neutrality targets of the Finnish energy system and their integration into national statistics

Abstract

According to the Intergovernmental Panel on Climate Change (IPCC), global carbon neutrality should be achieved around 2050 to stop global warming from exceeding 2 degrees Celsius. The European Commission has set a goal to reduce emissions by at least 55 % (compared to 1990 levels) by 2030, and to reach climate neutrality by 2050. Low-carbon or carbon neutral hydrogen can be produced from water and renewable electricity, biomass, or fossil sources utilising Carbon Capture and Storage (CCS). It can be combusted directly for energy, converted into electricity using fuel cells, or combined with carbon and other compounds to produce other fuels (electrofuels) and chemicals. Hydrogen could also be used to store renewable electricity in chemical form at times of high supply and low demand. A hydrogen strategy for the European Union (EU) was adopted in 2020. The strategy emphasises hydrogen’s role as a key element in achieving the goals of the European Green Deal. Hydrogen was also included into the amended energy statistics regulation framework in 2022 as a new energy product of which data reporting will become a legal obligation in the EU. The objective of this thesis is to conduct a literature review on hydrogen production technologies, storage and distribution methods, and applications, as well as to develop a new national data collection for hydrogen data, so that the new statutory reporting requirements can be fulfilled. In addition, the current situation and future potential of the hydrogen industry in Finland are researched. It was found out that Finland could produce enough renewable hydrogen and/or electrofuels to cover domestic demand and in addition produce enough for export, due to renewable wind power potential and abundant freshwater resources. However, the hydrogen field is at a very initial stage of development and is highly uncertain to what extent it will develop. The new data collection survey form enables production of new hydrogen statistics to aid public decision making and research on the current state of hydrogen production and consumption in Finland.

Hallitustenvälisen ilmastonmuutospaneelin (IPCC) mukaan globaali hiilineutraalius tulisi saavuttaa vuoteen 2050 mennessä, jotta ilmaston lämpeneminen ei ylittäisi kahta celsiusastetta. Euroopan komissio on asettanut tavoitteekseen vähentää EU:n päästöjä vähintään 55 % (verrattuna vuoden 1990 tasoon) vuoteen 2030 mennessä ja saavuttaa ilmastoneutraalius vuoteen 2050 mennessä. Vähähiilistä tai hiilineutraalia vetyä voidaan tuottaa vedestä ja uusiutuvasta sähköstä, biomassasta tai hiilidioksidin talteenottoa ja varastointia (CCS) hyödyntäen fossiilisista lähteistä. Vety voidaan polttaa ja hyödyntää suoraan energiana tai muuntaa sen sisältämä energia sähköksi polttokennossa. Vety on mahdollista myös syntetisoida hiilen tai muiden yhdisteiden avulla muiksi polttoaineiksi tai kemikaaleiksi. Vetyä voitaisiin myös käyttää uusiutuvan sähkön varastoimiseen kemiallisessa muodossa. Euroopan unionin vetystrategia julkaistiin vuonna 2020. Strategiassa korostetaan vedyn roolia keskeisenä elementtinä Euroopan vihreän kehityksen ohjelman tavoitteiden saavuttamisessa. Energiatilastoasetuksen päivityksen yhteydessä 2022 vety liitettiin osaksi energiatilastokehystä uutena energiatuotteena, josta tietojen raportoiminen tulee EU:n jäsenmaille lakisääteiseksi tehtäväksi. Tässä diplomityössä tehdään kirjallisuuskatsaus vedyn tuotantotekniikoista, varastointi- ja jakelumenetelmistä ja sovelluksista, sekä kehitetään uusi kansallisen tason tiedonkeruu vedylle uusien lakisääteisten raportointivaatimuksien toteuttamiseksi. Lisäksi työssä selvitetään Suomen vetyteollisuuden nykytilannetta ja tulevaisuuden potentiaalia. Työssä saatiin selville, että Suomen tuulivoimapotentiaalin ja runsaiden vesivarojen ansiosta Suomella olisi mahdollisuus tuottaa riittävästi vetyä ja/tai sähköpolttoaineita kotimaisen kysynnän kattamisen lisäksi vientiin. Vetytalous on kuitenkin vielä hyvin alkuvaiheessa ja sen kehittyminen epävarmaa. Uusi tiedonkeruu mahdollistaa uusien vetytilastojen laatimisen, mikä puolestaan mahdollistaa uusien tietojen tuottamisen yhteiskunnalle, tutkijoille ja päätöksentekijöille julkisen päätöksenteon ja vedyn tuotannon ja kulutuksen nykytilan tarkemmaksi selvittämiseksi.
