Abstract

Det här arbetet omfattar en utvecklingsplan för affärscentrumkvarteret i stadsdelen Westend i sydöstra Esbo. Westend är ett av Finlands dyraste bostadsområden och byggnadsbeståndet utgörs främst av småhusbebyggelse. Stadsdelen planerades ursprungligen som en högklassig villastad, vilket har haft stor inverkan på områdets karaktär. Våren 2014 inleddes behandlingen av en detaljplaneändring för Westends affärscentrumkvarter. Avsikten med planändringen är att möjliggöra byggandet av höghusbostäder och kommersiella utrymmen på platsen. Markägaren vill tredubbla kvarterets byggrätt och öka våningshöjden från nuvarande två till sju våningar. Detta har väckt stort missnöje bland Westends invånare. I ett ställningstagande till Esbo stad kräver de en rimligare ökning av byggrätten och att våningshöjden anpassas till den omgivande bebyggelsens skala. Som planläggare är stadens uppgift att utveckla ett förslag som både markägaren och invånarna kan acceptera, samtidigt som man måste beakta den växande befolkningen och efterfrågan på bostäder. En effektivering av huvudstadsregionens stadsstruktur är nödvändig, men får inte ske på bekostnad av boendemiljöernas trivsamhet. Arbetet utgörs av tre delar. I den första delen presenteras Westend som stadsdel för att kartlägga utgångs-punkterna för arbetet ur ett större perspektiv. Genom att undersöka områdets historiska utveckling, invånarstruktur och byggnadsbestånd fås en uppfattning om områdets särdrag. Det andra kapitlet fokuserar på affärscentrumkvarteret och de angränsande kvarteren för att utreda vilka krav platsen ställer på planeringen. Den pågående planändringen presenteras mer ingående och de olika parternas ståndpunkt i frågan klargörs. På basen av informationen i del ett och två identifieras planeringsområdets problem, varpå målsättningarna för planeringsarbetet definieras. I arbetets sista del presenteras ett utvecklingsförslag för affärscentrumkvarteret. Först presenteras en helhetslösning för kvarteret och därefter flyttas fokus till bostadskonceptet. Målet med utvecklingsplanen är att skapa en helhet vars skala och arkitektur är anpassad till den för Westend så typiska småhusbebyggelsen. I planeringen beaktas såväl invånarnas åsikt som markägarens och Esbo stads mål gällande markanvändningen. Slutresultatet är ett hybridkvarter som omfattar såväl bostäder som affärslokaler, kontorsutrymmen och ett daghem. Affärscentrumkvarteret blir Westends nya knutpunkt och utgör ett inbjudande och lättillgängligt centrum för den kommersiella verksamheten. Vid planeringen av kvarterets bostadskoncept har det centrala temat varit att integrera funktioner som förknippas med livet i egnahemshus. Utöver detta har Westends särdrag och invånarstruktur haft stor inverkan på bostadskonceptets lösningar. Bostadskvarteret omfattar sex småskaliga höghus med sammanlagt 46 bostäder. Bostäderna har två till fyra rum och karakteriseras av öppna planlösningar med fönster från golv till tak. Varje bostad har en rymlig balkong och bostäderna på översta våningen har en privat takterrass. En del av kvarterets bostäder är anpassade för seniorer.

This Master’s thesis presents a development plan for the commercial center in the Westend district of southeastern Espoo. Westend is one of Finland’s most expensive residential areas and the building stock mainly consists of detached houses. The district was originally planned as a high-class residential area, which has had a major impact on the characteristics of the area. In spring of 2014, a town plan alteration for the site of Westend’s commercial center was initiated. The purpose of the plan alteration is to enable the construction of high-rise residential buildings and commercial spaces on the site. The landowner wants to triple the construction rights and increase the number of floors allowed from current two to seven. This has caused great disapproval among the residents of Westend. In a statement to the City of Espoo, they require a more reasonable increase in construction rights and an adjustment of the allowed floor height to the scale of the surrounding buildings. The role of the City Planning Department is to develop a proposal that can be accepted by both the landowner and the residents, while taking into account the growing population of Espoo and the increasing demand for housing. An intensification of the capital region’s urban structure is necessary, but it must not be done at the expense of the quality of the residential areas. The thesis consists of three parts. The first part reviews Westend as a district to map the context of the project site. The characteristics of the area are identified by examining its historical development, demographics, building stock etc. The second chapter focuses on the project site and its neighbouring blocks to identify guidelines and conditions for the design phase. The on-going plan alteration is presented in more detail and the position of the various parties on this issue is clarified. Based on the information presented in the first two chapters, potential problems of the project site are identified, after which the aim for the design phase is defined. The last part of the thesis presents a development proposal for the site of Westend’s commercial center. First an overall solution for the site is introduced and then the focus shifts to the housing concept. The aim of the design project is to create a concept of which the scale and architecture is adapted to the typical small-scale buildings of Westend. The development proposal considers the opinion of the residents as well as the aim of the landowner and the authorities concerning land use. The result is a mixed-use development where housing is combined with commercial space, office space and a daycare center. The main theme of the housing concept is to integrate functions associated with single-family housing. Furthermore, the characteristics and demographics of Westend have had a significant influence on the design solution. The housing concept consists of six small-scale apartment buildings with a total of 46 units. The apartments consist of two to four rooms and have open layouts with floor-to-ceiling windows. Each apartment has its own spacious balcony and the top floor apartments have a private roof terrace. Some of the apartments are designed to meet the needs of senior living.
