Abstract

A web-based platform staffing software is developed to aggregate public IT projects from different sources and match freelance IT professionals to projects. The match- making algorithm is vital for the platform’s ability to offer value for both the companies and the freelancers. Developing such an algorithm comes with its set of challenges. First, it is challenging to parse bilingual free-form text into a pre- defined set of project attributes. The second challenge is balancing the match-making algorithm’s precision to offer high-quality matches. The platform relies heavily on automation. Searching newly posted projects on different sources and matching freelancers to newly found projects is automated. The thesis covers the development process of the hiring platform’s beta version as well as the optimizing process of the algorithm’s parameters to improve the matches’ quality. The match-making algorithm parameters are tested using the A/B testing methodology to improve the platform’s matches’ quality and help retain users. The platform is developed using the latest web technologies and modern software practices. Also, the service design focuses on the user experience of the freelancers registered with the platform.
