Abstract

Innovative and growth intensive young companies often have difficulties to get access to sufficient financing to cover their growth and R&D expenses. Hence public authorities generally find it necessary to support the financing of growth companies in order to ensure and increase the positive externalities these companies create. In Finland government has mainly provided direct financial support. Existing research and experiences in other countries have, however, indicated that granting tax incentives to private investors could be a more productive and objective way to support the growth companies. Lower capital gains tax rate and thereby risen rate of return expectation would encourage the investors to transfer a part of their wealth from for example real estate and publicly-traded stock to the young growth companies. Furthermore, possibility for higher margins would encourage the investors to increase nurturing of their investment targets, thus further improving the wellbeing of the growing start-ups. Despite the awareness of the aforementioned positive outcomes, the scoring methods which are commonly used in the preparation of tax decisions usually take into account only the lost tax revenues, not the somewhat uncertain dynamic effects. The aim of this research is to supplement those scoring methods by using dynamic scoring to calculate the presumable total effects, including the dynamic outcomes, of granting tax incentives to private investors investing in young growth companies. According to the calculations in this research, about 920 Young and Innovative Companies (YIC) are founded every year in Finland, and natural persons are estimated to invest 85 million in the YICs in 2009. If natural persons were granted tax privileges on the investments in the YICs which have lasted at least for three years, and the eligibility to deduct capital losses from capital gains lasted longer than under the current legislation, the government would lose a substantial part of the exiguous capital gains tax revenues from investments in the YICs. On the other hand, the rate of return expectation for the investments would rise as a result of the lower tax rate and the thereby increased nurturing from investors. The higher rate of return expectation would, in turn, increase investments in the YICs; according to previous research both 50% and 100% tax exemptions would increase angel investments in the YICs equivalently by 23%. If the investments of natural persons into the YICs increased by the mentioned 23%, at least 200-300 person-years would be created every year in the growth companies according to the assumptions used in this research. Such a change in the employment rate would increase labor income tax revenues and decrease unemployment allowance expenses enough to indicate that granting the contemplated tax incentives would have a exiguous but still positive total effect on the government budget.

Nuorilla ja innovatiivisilla kasvuyrityksillä on usein vaikeuksia saada riittävästi rahoitusta kasvun ja tuotekehityksen varmistamiseksi. Viranomaiset näkevätkin yleisesti tarpeelliseksi tukea kasvuyritysten rahoitusta näiden yritysten tuottamien positiivisten ulkoisvaikutusten lisäämiseksi. Suomessa valtio on tukenut kasvuyrityksiä pääosin suorilla tuilla. Aiempi tutkimus ja muiden maiden kokemukset ovat kuitenkin osoittaneet, että yksityisille sijoittajille myönnetyt verokannustimet voisivat olla tehokkaampi ja puolueettomampi tukikeino. Verokannustimien tuoma matalampi veroaste ja sitä myöten kasvanut tuotto-odotus kannustaisi sijoittajia siirtämään varojaan muun muassa kiinteistöistä ja julkisen kaupankäynnin kohteena olevista osakkeista kasvuyrityksiin. Lisäksi mahdollisuus tehdä korkeampia tuottoja kannustaisi investoijia tukemaan sijoituskohteitaan entistä enemmän myös ei-rahoituksellisin keinoin, täten parantaen kasvuyritysten elinoloja entisestään. Nykyiset, veropäätösten valmistelussa yleisesti käytössä olevat päätöksentekoa tukevat mallintamiskeinot eivät kuitenkaan aina ota huomioon kaikkia edellä mainittuja vaikutuksia, vaan laskevat usein vain verokannustimista johtuvan verotulojen laskun. Tämä tutkimus yrittääkin täydentää kyseisiä mallintamis-keinoja ja laskea dynaamista mallintamista apuna käyttäen, mitkä olisivat kokonaisvaikutukset, mikäli kasvuyrityksiin sijoittaville yksityisille sijoittajille tarjottaisiin verokannustimia. Tutkimuksen laskelmien perusteella Suomessa perustetaan vuosittain noin 920 YIC-määritelmän täyttävää kasvuyritystä, joihin luonnollisten henkilöiden arvioidaan sijoittavan noin 85 miljoonaa vuonna 2009. Mikäli luonnollisten henkilöiden kasvuyrityksiin tekemille yli kolme vuotta kestäville sijoituksille myönnettäisiin verohelpotuksia ja oikeus vähentää luovutustappiot luovutusvoitoista kestäisi kauemmin kuin nykyinen lainsäädäntö sallii, menettäisi valtio tutkimuksen oletusten perusteella suuren osan vähäisistä YIC-investointitaustaisista luovutusvoittoverotuloistaan. Toisaalta luonnollisten henkilöiden tuotto-odotus sijoitetulle pääomalle nousisi laskeneen veroasteen ja sen seurauksena lisääntyneen investoijien kasvuyrityksille antaman tuen johdosta. Noussut tuotto-odotus vuorostaan lisäisi sijoituksia kasvuyrityksiin; tutkimusten perusteella sekä 50% että 100% verohyvitys lisäisi enkelisijoituksia YIC-kasvuyrityksiin yhtä paljon, eli 23%. Mikäli luonnollisten henkilöiden sijoitukset YIC-kasvuyrityksiin lisääntyisivät mainitun 23%, syntyisi kasvuyrityksiin tutkimuksen oletusten perusteella vähintään 200-300 henkilötyövuotta lisää vuodessa. Kyseinen lisä henkilötyövuosissa kasvattaisi tuloverotuloja ja vähentäisi työttömyystukikuja siinä määrin, että verokannustimien myöntäminen näyttäisi saavan aikaan hyvin pienen, mutta kuitenkin positiivisen kokonaisvaikutuksen valtion budjettiin.
