Abstract
Toimiva palveluverkko on yhdessä sujuvan infrastruktuurin ja asumisen kanssa edellytys alueiden elinvoimalle. Toimiva palveluverkko takaa sujuvan arjen alueen asukkaille ja yrityksille. Palveluiden kysyntä kohdistuu eri paikkoihin ja palveluihin eri aikoina, minkä takia palveluverkkoa tulee ylläpitää ja päivittää. Palveluverkkojen ylläpitämiseksi laaditaan selvityksiä palveluverkoista, joista nykytilanteen ja tulevaisuuden tarpeen arviot ilmenevät. Palveluverkolla tarkoitetaan tässä työssä ennalta määritetyn alueen päiväkotien ja peruskoulujen muodostamaa palvelutarjontaa. Diplomityön aiheena oli koulujen- ja päiväkotien palveluverkkoselvitysten tuotteistaminen. Tuotteistamisen tarkoituksena oli luoda tehokas prosessi palveluverkkoselvityksiin. Tutkimuksen osatavoitteena oli tunnistaa palveluverkkoselvitysprosessin kannalta oleelliset ja epäoleelliset tiedot. Toisin sanoen diplomityössä selvitettiin, mihin tietoihin palveluverkkoselvityksen tulisi pohjautua. Työ rajattiin koulu- ja päiväkotiverkkoselvityksiin. Työssä käytettiin useita tutkimusmenetelmiä. Tuotteistamista tutkittiin kirjallisuustutkimuksella. Palveluverkkoselvityskäsitettä tutkittiin vertaamalla toteutuneita selvityksiä Suomesta ja Pohjoismaista. Palveluverkkoselvitysprosessia tutkittiin tapaustutkimuksella sekä alan toimijoiden teemahaastatteluilla. Tutkimus osoitti, että palveluverkkoselvitys voidaan jakaa moduuleihin. Selvitys sisältää kuitenkin aina tarveselvitysmoduulin, jossa verrataan tulevaisuuden tilatarvetta ja tilatarjontaa toisiinsa. Tarveselvityksen lisäksi palveluverkkoselvitykseen voi liittää useampia syviä palveluverkkotarkasteluja, jotka muodostavat lisämoduuleja tarveselvitykselle. Tutkimuksesta ilmeni, että palveluverkkoselvityksessä voidaan käyttää konsulttia muun muassa tarveselvityksen laadintaan ja selvitysprosessin läpivientiin, mutta asiasisältö tulee kuntien virkamiehiltä. Palveluverkkoselvitystä ei voida tutkimuksen perusteella tehdä kokonaan konsultin voimin.A well-functioning service network together with a flowing infrastructure is a prerequisite for a vital region. A well-functioning service network assures a flowing everyday routine for the inhabitants and firms. The service demand focuses on different areas and service types in different times. Therefore, the service network must be updated and maintained. Service network surveys are formulated to keep the service network updated. The service network surveys include demand and supply analysis for service premises now and in the future. In this study service network is defined as the service supply in a pre-defined area in e specific service sector. The theme of the study was the productization of school and daycare service network sur-veys. The aim of productization was to create an efficient process for service network surveys. A sub objective was to identify the relevant and irrelevant information for the survey process. In other words, it was clarified on what information service network surveys should be based on. The study was limited to school and daycare service networks. Several research methods were used in the study. Productization was studied in a literary research. The service network survey concept was studied by comparing former surveys in Finland and the Nordic countries. The service network survey process was studied in a case study and interview study. The study revealed that, service network surveys can be divided into several modules. The service network survey is based on a requisite premise need analysis, which forms one module. The premise need analysis contains premise’s future supply and demand survey. In addition to the need analysis service network analysis can include additional modules, that investigate deeper into certain topics. The study showed, that consultants can be used for example in the need survey and in the completion of the project. According to the study, the hard facts has to come from the client. Additionally, the study showed, that service network surveys can not be performed by a consultant in its entirety.Description
