Abstract

Forssa is a town of 18 000 inhabitants in South-West Finland, about one-and-a-half-hour's drive from Helsinki, Turku and Tampere. The history of Forssa began in 1847, when Axel Wahren founded a cotton mill on the river Loimijoki. The town grew alongside the factory, with parks and gardens developing as an essential part of the growing town. Today, the oldest areas of the town form a unique part of Finland's industrial heritage. The aims of this thesis are to improve the conservation of landscape and built environment in Forssa, as well as to secure a functional green area structure, enhance biodiversity, and improve the recreational areas in the town. This thesis is divided into two parts. The first part presents the different components and the present status of the Forssa landscape. In the second part, a proposal is presented for a green area structure, pedestrian and bicycle route classification, and a component master plan for the essential areas. The second part introduces a proposal for a green area structure, pedestrian and bicycle route classification, and a component master plan for the essential areas. The green area structure and the component master plan comprise areas of urban biodiversity, built environments with significant cultural heritage, and areas of landscape architectural value. The green structure complements the master plan. The green structure classification enabies examining the landscape as a whole, and it also serves as a tool for further planning of the green spaces. The classification is based on sustainability of the natural environment as well as its strengths and problem areas. Built areas or areas suitable for building are not included in the green structure. The network of bicycle and pedestrian routes has been planned with an emphasis on experientiality and continuity. The green structure and the bicycle and pedestrian routes classification are also described on a smaller scale. The classification suggested in this study does not strickly observe the current official plan of the area. Instead, this thesis reviews critically the general trends in the development of the landscape and the urban structure of Forssa. The component master plan also defines the boundaries of a proposed National Urban Park. National Urban Park is a status granted by the Ministry of Environment, for which the town of Forssa has applied. The landscape of Forssa should bring joy to its citizens and visitors alike. Hopefully the plan proposed in this thesis will contribute to that goal by increasing awareness of the best sides of the urban landscape and thus strengthen the will to maintain them.

Forssa on 18 000 asukkaan kaupunki lounaisessa Hämeessä noin puolentoista tunnin ajomatkan päässä Helsingistä, Turusta ja Tampereelta. Forssan historia alkoi vuonna 1847, kun ruotsalaissyntyinen Axel Wahren perusti kehräämön Loimijoen varrelle. Tehdasyhdyskunta laajeni vähitellen ja sen mukana kasvoi myös kaupunki, jonka vaiheisiin kuuluivat erottamattomana osana puistot ja puutarhat. Nykyisin nämä teollisuuskaupungin syntyyn liittyvät alueet ovat ainutlaatuinen osa teollisuusperintöä. Diplomityön tavoitteina on edistää Forssan kaupungin maiseman- ja rakennetun kulttuuriympäristön suojelua sekä kaupunkiluonnon monimuotoisuutta, turvata toimiva viherverkosto ja parantaa asukkaiden virkistysmahdollisuuksia Forssassa. Työ jakaantuu kahteen osaan. Ensimmäisessä osassa on koottu tiivistetysti perustiedot Forssan maisemasta. Toisessa osassa on laadittu tavoitteellinen viherverkosto ja kevyen liikenteen reitistö sekä teemaosayleiskaava. Viherverkostoon ja osayleiskaavaan on sisällytetty kaupunkiluonnon monimuotoisuuden kannalta tärkeitä alueita, historiallisesti merkittäviä kulttuuriympäristöjä rakennuksineen sekä maisema-arkkitehtonisesti arvokkaita puistoja ja viheralueita. Viheralueverkosto täydentää osayleiskaavaa. Viherverkostosuunnitelman avulla on mahdollista tarkastella maisemaa kokonaisuutena ja se toimii myös viheralueiden jatkosuunnittelua ohjaavana työvälineenä. Viherverkosto perustuu maiseman kestävyyteen ja sietokykyyn, vahvuuksiin sekä ongelmakohtiin. Viherverkoston ulkopuolelle jäävät rakennetut tai rakentamiseen soveltuvat alueet. Reitistössä on otettu huomioon sen elämyksellisyys ja jatkuvuus. Viherverkostoa ja reittisuunnitelmaa on tarkennettu kohteittain. Luokitus ei rajoitu tiukasti vain kaavoitettuihin viheralueisiin, vaan se tarkastelee kriittisesti koko maiseman ja kaupunkirakenteen kehityssuuntia. Teemaosayleiskaava on myös kansalliseksi kaupunkipuistoksi ehdotetun alueen rajaus. Kansallinen kaupunkipuisto on status jonka kaupunki voi hakea ympäristöministeriöltä ja Forssassa hakuprosessi on meneillään. Forssan kaupungin maiseman tulisi tuottaa iloa niin kaupunkilaisille kuin siellä vierailevillekin. Toivottavasti tämä suunnitelma edistää osaltaan tietoisuutta kaupunkimaiseman parhaista puolista ja rohkaisee hoitamaan ja säilyttämään niitä.
