Public policy design in the creation of technology based new companies: Case of the Finnish energy industry

Abstract

Public policies are considered important for supporting the diffusion on new technologies in the energy sector. Policymaking thus has also great influence over the creation of technology based new companies (TBNC) within the industry. The structural changes in the energy industry open up business opportunities that are in the agenda for many national innovation systems looking for economic growth.

This research analyses the current policymaking challenges in promoting the creation of TBNCs in the Finnish energy sector and proposes public policies that should be initiated to enhance the creation of TBNCs in the sector. The study draws on academic findings in the field of cluster emergence to categorize the policies that affect cluster emergence, and examines policies that have supported the creation of global energy sector clusters. Empirical research employs theme-interviews to define the key challenges in the Finnish energy sector policymaking. The challenges are discussed in group interviews, and consolidated into proposals for policymaking development.

The key challenges discovered in the research are the lack of market creating policies, and the inability of policies to promote entrepreneurship and private venture investing. Furthermore, the research proposes the lack of public-private cooperation in policymaking as a key challenge.

The findings of the research show that the lack of reliable market stimulating policies in the energy sector leads to low commitment of scarce business development resources into the sector. The current policies supporting entrepreneurship and private venture investing are also unlikely diffuse the resources into sector. The results furthermore propose that increases in the public R&D financing are unlikely to develop the needed resources.

The research proposes that visionary policymaking is applied for supporting the creation of high-quality TBNCs in the energy sector. Focused market stimulating policies should be initiated along with policies that benefit private venturing and entrepreneurship in Finland

Julkisilla toimilla on suuri vaikutus uusien teknologioiden ja yritysten kehittymiseen energia-alalla. Energia-alan murros avaa uusia liiketoimintamahdollisuuksia, joiden hyödyntämistä valtiot pyrkivät edistämään taloudellista kehitystä tukeakseen.

Tutkimuksessa analysoidaan julkisten säädöstoimien haasteita liittyen uusien teknologiayritysten synnyttämiseen energia-alalle, ja esitetään käytettäviksi julkisia toimia, jotka parhaiten edistäisivät uusien yritysten syntyä. Tutkimus hyödyntää akateemista aineistoa klusterien syntymisen tutkimuksessa ja tarkastelee kansainvälisten energia-alan klustereiden synnyttämisessä käytettyjä julkisia toimia. Empiirinen aineisto pohjautuu teemahaastettaluihin energia-alan säädöstoimiin vaikuttavissa sidosryhmissä. Yksittäisiä teemahaastatteluja sovellettiin haasteiden löytämiseen ja ryhmähaastatteluja ratkaisukeinojen etsimiseen.

Päähaasteet liittyivät markkinoita luovien keinojen puutteeseen ja julkisten toimien kyvyttömyyteen tukea alan yritys- ja pääomasijoitustoimintaa. Tutkimuksessa todettiin myös julkisen ja yksityisen sektorin välisen vähäisen yhteistyön olevan haaste julkisia toimia suunniteltaessa.

Tutkimuksessa havaittiin pitkäjänteisten markkinoita luovien keinojen puutteen aiheuttavan liiketoimintaresurssien vähäistä sitoutumista alalle. Yrittäjyyttä ja pääomasijoittamista tukevien säädöksien ei nähty myöskään nähty tukevan resurssien syntymistä alalle tulevaisuudessa. Tulokset myös osoittavat, että julkisen T&K rahoituksen lisäämisellä on todennäköisesti vähän vaikutusta resurssien syntyyn.

Tutkimus esittää, että kauaskantoisia julkisia toimia otetaan käyttöön energia-alan teknologiayritysten synnyn edistämiseksi. Kohdennettujen markkinoita luovien toimien lisäksi yksityisen pääomasijoittamisen tukemista on syytä edistää.
