The Liberalisation of the Finnish Rail Transport Market and its Effects - Will Competition Occur?

Abstract

The national rail freight transport market in Finland will welcome competitors in 1 January 2007. This research aspires to analyze the realistic possibilities and motivation of new players to enter the field. The typical characteristics of the national market will be described in this research, as well as how the new operator will confront the officials and the former monopoly. On the grounds of these, the attractiveness of the market will be analyzed. In addition, the formation of competition will be observed through two case examples, Sweden and Germany. In summary, the factors that effect the formation of competition and their possibilities of realization in the Finnish market will be collected, and the realistic scenarios for the future will be formed.

The barriers to entry are significant, the most important being the importance of volume, capital requirements, and the expected resistance from the former monopoly. The buyers are powerful as they are concentrated, and there are not many potential customers outside the current customer base. The buyer inclination to substitute is also a threat. The intensity of rivalry is influenced by the slow market growth, high fixed costs, and the high exit barriers. Despite these challenges there are interesting segments to enter.

The following factors that promoted the formation of competition in Sweden were identified: The real need to progress competition by the state, a partial opening of competition before the actual opening, synergies from the passenger traffic, and the formation of critical mass i.e. the quantity of companies to counterbalance the former monopoly. The solid financial background, the international area of operations and the direct contact with the end customer as well as owning the locomotives were central particularly to those who survived in the market. In Germany the real need and synergy from the passenger traffic also enhanced the competition. In addition, the competition was affected by a private rail network, on which the railway freight traffic was first carried on, large market and the broad base of ownership of the companies.

The three most realistic future scenarios were outlined, with the special characteristics of Finland taken into account. In the pessimistic scenario, the essential hindrances of competition are connected to the availability of rolling stock and the resistance of other instances. As a result, the formation of competition is slow. Formation of a real competition, where the market share of newcomers exceeds even 5%, would take probably more than ten years. In the neutral scenario, actions of all players are reactive and awaiting. The new operators will not be hindered actively, and if the question of rolling stock is solved reasonably, there may arrive more competition to the market in five years. The optimistic alternative expects active involvement from the state and the companies, as well as, a desire to co-operate from VR. In this scenario there would be foreign operators in the market and the competitiveness of the railroads would strengthen as a whole. An intermediate form of the pessimistic and neutral scenarios would seem the most possible in a period under five years. When examined a period of ten years, the most realistic development would fall between neutral and optimistic scenarios.

Kansallinen tavaraliikenne Suomen rautateillä vapautuu kilpailulle 1.1.2007. Tämä tutkimus pyrkii jäsentämään uusien yrittäjien realistista mahdollisuutta ja motivaatiota tulla avatulle markkinalle. Tutkimuksessa kuvataan kotimaan markkinan tyypilliset piirteet sekä miten uusi toimija kohtaa viranomaiset ja entisen monopolitoimijan. Näiden perusteella analysoidaan avatun markkinan kiinnostavuus. Kilpailun muodostumista tarkastellaan lisäksi kahden case-esimerkin, Ruotsin ja Saksan, kautta. Yhteenvetona kerätään olennaiset kilpailun muodostumiseen vaikuttavat tekijät ja niiden toteutumisvaihtoehdot Suomen kilpailuympäristössä sekä muodostetaan realistiset tulevaisuuden skenaariot.

Markkinan kiinnostavuutta rajoittavat alalle tulon esteet, joista merkittävimmät ovat suurtuotannon edut, pääomavaatimukset ja odotettavissa olevat vastatoimet. Asiakkaiden asemaa vahvistaa näiden keskittyneisyys. Pienen ryhmän ulkopuolelta on vaikea löytää uusia asiakkaita, joille rautatiekuljetus olisi kilpailukykyinen vaihtoehto. Substituuttien uhka muodostuu keskeisesti asiakkaan vaihtamisalttiudesta. Kilpailun intensiivisyyttä kasvattavat vielä alan hidas kasvu, korkeat kiinteät kustannukset ja alalta poistumisen esteet. Haasteista huolimatta toimialalla on mahdollisuus kannattavaan liiketoimintaan.

Ruotsin kilpailun muodostumiseen vaikuttaviksi tekijöiksi tunnistettiin seuraavat asiat: valtion aito tarve edistää kilpailua, uusien tulijoiden omistama veturikalusto, kilpailun osittainen vapautuminen ennen varsinaista markkinan avautumista, synergia henkilöliikenteestä, kriittisen massan eli yritysmäärän muodostuminen entisen monopolitoimijan vastavoimaksi sekä toimijoiden vakavarainen tausta, kansainvälinen toiminta-alue ja suora kontakti loppuasiakkaaseen. Edellä mainitut toimijoihin liittyvät piirteet olivat keskeisiä nimenomaan markkinalla selvinneille. Saksassa kilpailua edisti myös aito tarve ja synergia henkilöliikenteestä. Lisäksi siihen vaikutti yksityinen rataverkko, jolla tavaraliikennettä aluksi harjoitettiin, suuri kokonaismarkkina ja yritysten laaja omistuspohja.

Suomen erityispiirteet huomioiden hahmoteltiin kolme realistista tulevaisuuden skenaariota. Pessimistisessä skenaariossa keskeiset kilpailujarrut liittyvät kaluston saatavuuteen ja muiden toimijoiden vastarintaan ja kilpailun muodostuminen on hyvin hidasta. Todellisen kilpailuasetelman muodostuminen, jossa uusien markkinaosuus ylittäisi edes n. 5 %, kestää todennäköisesti lähemmäs kymmenen vuotta. Neutraalissa skenaariossa toiminta on kaikilla osapuolilla reaktiivista ja odottavaa. Uusia toimijoita ei kuitenkaan aktiivisesti estetä, ja mikäli kalusto-ongelmaan saadaan mielekäs ratkaisu, markkinalle voi jo viidessä vuodessa tulla useampi uusi toimija. Optimistinen vaihtoehto edellyttää valtiolta ja yrityksiltä aktiivisia toimenpiteitä ja VR:n yhteistyöhalukkuutta. Siinä markkinoille tulisi myös ulkomaisia toimijoita ja rautatien kilpailukyky vahvistuisi kokonaisuudessaan. Alle viiden vuoden aikajänteellä pessimistisen ja neutraalin skenaarion välimuoto vaikuttaisi todennäköisimmältä. Tarkastelujakson ulottuessa kymmenen vuoden päähän neutraalin ja optimistisen skenaarion välimuoto on realistinen.
