Abstract
Culture can be defined as a property of a group. As a result of this, different cultures can be found from different workgroups, departments, companies, cities, countries and continents. This way organization culture can be seen as a part of a multilayered and multidimensional culture network that each member of the community is part of. Usually corporate culture issues emerge when companies are doing economical and production restructuring. Traditionally the top management has been responsible for the development of the company. Management has defined the goals and chosen the methods. During the years the role of the employee has changed. Thanks to the new management culture employees are given more possibilities to take part and give opinions on everyday decisions. Today the employee has to be taken into the process that designs and caries out development plans. The role of the employee in the process is linked to the level of needed development. The more the company needs to develop it self the more it has to concentrate its efforts to help employees to become a part of the development process. The stage of the companies' culture defines the needed level of development. In a young culture it may be enough if a company relines the developing culture to a curtain path while in an old culture it is usual that complete turnarounds are needed. The study identified that the case organization had an old culture. This result made it possible to form a general frame for an organizational development plan. The frame was formed so that the actual plan will take into account the different aspects and needs of the different interest groups.

Kulttuuri voidaan määrittää ryhmän ominaisuudeksi. Erilaisia kulttuureita esiintyy yksittäisissä työryhmissä, osastoilla, yrityksissä, kaupungeissa, maissa ja maanosissa. Näin yrityskulttuuri on osa monitasoista ja moniulotteista kulttuuriverkostoa johon kukin yhteiskunnan jäsen kuuluu. Yrityskulttuurin merkitys on noussut esille yrityksissä suoritettujen taloudellisten ja tuotannollisten uudistusten yhteydessä. Perinteisesti yritysten kehittäminen on ollut yritysjohdon vastuulla. Johto on määritellyt tavoitteet ja valinnut menetelmät. Sittemmin työntekijöiden asema on muuttunut työntekijöiden vaikutusmahdollisuuksia suosivan johtamiskulttuurin seurauksena. Nykyisin työntekijät on huomioitava entistä laajemmin kehittämistä suunniteltaessa ja toteutettaessa. Työntekijöiden osallistumisen merkitys korostuu yrityksen muutostarpeen koon mukaisesti. Mitä suuremmat muutokset tarvitaan sitä enemmän yrityksen on panostettava osallistamiseen, sisäiseen viestintään ja muihin henkilöstöä muutokseen sitouttaviin toimiin. Yrityksen muutostarve määräytyy yrityksen kulttuurin tason mukaisesti. Nuoressa kulttuurissa muutokseksi voi riittää kehityksen ohjaaminen tiettyyn suuntaan. Vanhassa kulttuurissa joudutaan usein tekemään täyskäännöksiä. Tyypillisesti toiminnan kehittäminen täyskäännöksissä ja siihen liittyvä kulttuurimuutos ovat vuosia kestäviä monivaiheisia prosesseja. Tutkimuksen perusteella kohdeyrityksen kulttuuri määriteltiin vanhaksi kulttuuriksi. Tämän määritelmän perusteella tutkimuksessa muodostettiin yrityksen kehittämiseksi yleisellä tasolla oleva kehitysmalli, joka huomioi sekä yrityksen että työntekijöiden ja muiden sidosryhmien tarpeet kehitysprojektin muodostamisessa.
