Greenhouse gas emissions of Finnish water and wastewater utilities

Abstract

The aim of this master's thesis was to find out the magnitude of the greenhouse gas emissions resulting from the functions of Finnish water and wastewater utilities and to find ways to reduce those emissions. The focus was on three greenhouse gases considered the most essential ones evolving from the activities of water and wastewater facilities - fossil carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O). Both the emissions resulting from energy use as well as the fugitive emissions from wastewater and sludge treatment were considered. Elements requiring life cycle assessment, e.g. the energy demand of chemicals production, were left outside the scope of the work. The focus was on reducing the emissions by improving energy efficiency.

In order to find out the level of the energy use, a query was made for 11 Finnish water and wastewater utilities. Together these utilities handle around 24 % of all drinking water produced by water utilities in Finland and treat around 34 % of all Finnish sewage. According to gathered data, the electricity consumption of Finnish water and wastewater treatment utilities is approximately 500 GWh a year and the total greenhouse gas emissions 310,000 - 400,000 t CO2e a year. Fugitive emissions seem to form approximately from 50 - 60 % of all emissions, even though many uncertainties are related to defining the fugitive emission levels. The level of all the emissions resulting from the activities of Finnish water and wastewater utilities is low compared to the emissions resulting from water heating at households that was estimated to be around 1.3 - 1.4 million t CO2e annually.

The most important ways to improve energy efficiency were found to be improving the condition of the water pipeline and sewage networks, improving the pumping efficiency at water and wastewater networks and utilities, improving aeration efficiency at wastewater treatment utilities and considering pipeline network efficiency in land use planning. Substantial emission benefits could be achieved by increasing the use of treated wastewater for heat production and the use of wastewater sludge for energy production.

Tämän diplomityön tavoitteena on ollut selvittää vesihuoltosektorin aiheuttamien kasvihuonekaasupäästöjen suuruusluokka ja löytää keinoja päästöjen vähentämiseksi. Työssä on keskitytty laitosten toiminnan kannalta keskeisimpiin kasvihuonekaasuihin: fossiiliseen hiilidioksidiin (CO2), metaaniin (CH4) ja dityppioksidiin (N2O). Sekä energiankäytön seurauksena välillisesti syntyvät päästöt että jäteveden ja jätevesilietteen käsittelystä syntyvät suorat haihduntapäästöt on huomioitu. Tarkastelun ulkopuolelle on rajattu kaikki elinkaaritarkastelua edellyttävät aihealueet, kuten prosessikemikaalien tai vesi- ja viemäriputkien valmistuksesta koituva ympäristökuormitus. Päästöjen vähentämisessä on keskitytty energiankäytön tehostamiseen.

Päästöjen suuruusluokan selvittämiseksi tehtiin kysely 11 vesihuoltolaitokselle. Nämä laitokset tuottavat yhteensä 24 % Suomessa valmistettavasta talousvedestä ja käsittelevät 34 % Suomen yhdyskuntajätevesistä. Vastausten perusteella vesihuoltolaitosten sähkönkäyttö Suomessa on arviolta 500 GWh ja kasvihuonekaasupäästöt kaikkiaan noin 310 000 - 400 000 t CO2-ekv/a. Tämän selvityksen perusteella n. 50 - 60 % vesihuoltolaitosten kasvihuonekaasupäästöistä muodostuu haihduntapäästöistä, joskin haihduntapäästöjen tarkan suuruusluokan määrittämiseen liittyy epävarmuuksia. Kaikkiaan päästöjen määrä on vähäinen, kun sitä verrataan esimerkiksi kotitalouksissa tapahtuvan vedenlämmittämisen päästöihin, jotka ovat arviolta 1,3 - 1,4 miljoonaa t CO2-ekv vuodessa.

Vesihuoltolaitosten energiankäyttöä voidaan tehostaa parantamalla verkostojen kuntoa, tehostamalla pumppausta verkostoissa ja laitoksilla ja ilmastusta jätevedenpuhdistamoilla ja huomioimalla verkostojen energiatehokkuus maankäytön suunnittelussa. Päästöjä voitaisiin vähentää merkittävästi hyödyntämällä lietteen ja puhdistetun jäteveden energiasisältöjä nykyistä laajemmin.
