Abstract
Vaatimukset sähkönjakelun toimitusvarmuudelle kiristyvät kuluvan vuosikymmenen aikana. Yhtenä keskeisenä korkean toimitusvarmuuden toteuttajana ovat verkon käytön operatiivisesta toiminnasta vastaavat sähkönjakeluverkkoyhtiöiden käyttökeskukset. Käyttökeskuksen toiminta-alue on hyvin laaja muun muassa lukuisten erilaisten sähköverkolla tapahtuvien tilanteiden ja järjestelmien monimuotoisuuden ansiosta. Käyttökeskuksesta vastaavat käyttökeskusoperaattorit, joiden on hallittava sähköverkon normaalin käyttötilanteen ja häiriötilanteiden vaatimat toimintaperiaatteet ja käytännöt yhdessä verkon käytössä hyödynnettävien järjestelmien tuntemuksen kanssa. Toimitusvarmuuden parantuessa myös käyttökeskusoperaattoreiden päivittäisen työskentelyn yhteydessä tulevien häiriötilanteiden määrä laskee, mikä nostaa tarvetta erilaisten harjoitus- ja koulutusmuotojen kehittämiselle. Tässä diplomityössä tarkasteltiin erilaisia käyttökeskusympäristöissä käytettäviä harjoitus- ja koulutusmenetelmiä, joiden pohjalta luotiin Helen Sähköverkon käyttökeskuksen tarpeisiin uusia käyttökeskusoperaattoreille suunnattuja harjoitteita jo käytettyjen koulutusmenetelmien rinnalle. Harvoin järjestettävien laajojen häiriöharjoitusten ja yksittäisten koulutustilaisuuksien rinnalle luotiin helposti toistettavia kevyempiä harjoitusmuotoja, joiden avulla käyttökeskustoimintaan osallistuvat saavat harjoiteltua erilaisia harvoin vastaan tulevia tilanteita entistä tehokkaammin. Diplomityön tuloksena luodut harjoitukset ovat helposti ylläpidettäviä ja toimivat jatkossa käyttökeskusoperaattoreiden osaamisen ylläpidon työkaluna sekä uusien käyttökeskusoperaattoreiden perehdytyksen tukena. Harjoitukset mahdollistavat erilaisten todellisista häiriötilanteista poimittujen hälytyslistojen tulkinnan harjoittelemisen, sekä kootuista kysymyksistä luotujen kyselylomakkeiden pohjalta verkon käyttöön liittyvien ohjeiden ja monimuotoisten käyttökeskustoiminnassa vastaan tulevien tilanteiden harjoittelemisen.

A reliable electricity distribution has become more and more essential for our digitalized society. In Finland the level of supply reliability is already quite high and one of the key aspects in electricity distribution's reliability is well functioning control centers. The working field of distribution network's control center is quite wide with several different fault situations and numerous systems used in the operation. The management of the control center operation is in hands of the dispatchers. It is crucial that the dispatchers have the knowledge and the ability to handle every occasion by the correct operating principles in normal operating conditions as well as in pressurized fault conditions. While the reliability of the distribution networks increases the amount of the network faults decreases forming growing need of dispatcher training development. In this Master’s thesis, the training methods used for the distribution network dispatchers were studied and based on these studies the new dispatcher oriented training methods were created for the control center of Helen Electricity Network. Created training methods were made to complement already running fault management exercises which are kept a few times a year. New methods are comparatively easy to arrange and modify and so these exercises provide sufficient and easy training access for the dispatchers and other operating staff. The training methods created in this thesis were made for maintaining and improving currently working control center dispatcher skills and also to support new dispatcher trainee’s orientation with minor modifications. With these methods the understanding of alarm lists can be trained based on the data extracted from the real fault situations. Also the different operating situations and operating principles can be trained with the enquiry forms containing multiple targeted questions and exercises.
