Abstract
Suomen kantaverkkoyhtiö Fingrid Oyj:llä on lakisääteinen velvollisuus kehittää käytönpalautuksen toimintamalleja, joiden avulla sähköjärjestelmä palautetaan normaaliin tilaan vakavan häiriön jälkeen. Tässä työssä keskityttiin alhaalta ylös -käytönpalautusmenetelmään, jolloin verkko on erityisen heikko ja palautuksen aikana tehtävät kytkennät voivat aiheuttaa huomattavia kytkentätransientteja. Tässä diplomityössä selvitettiin, miten kantaverkon suojaus- ja ohjausjärjestelmät käyttäytyvät suurhäiriön jälkeisessä käytönpalautuksessa ja miten käyttöön valitut toiminnot ja asettelut soveltuvat heikon verkon tilanteeseen. Tavoite oli tunnistaa ja ehkäistä käytönpalautuksen aikana ilmenevien kytkentätransienttien aiheuttamat aiheettomat laukaisut, jotka hidastaisivat käytönpalautusta. Aluksi kartoitettiin kantaverkon suojaus- ja ohjausperiaatteita sekä käytönpalautukseen liittyviä transientti-ilmiöitä, jotta voitiin tunnistaa käytönpalautuksen kannalta kriittiset suojausjärjestelmät. Tämän perusteella tutkimuskohteiksi valittiin muuntajan differentiaalisuojaus ja johtojen distanssisuojaus. Reletesteihin tarvittava COMTRADE-data tuotettiin PSCAD-transienttilaskentaohjelmistolla simuloimalla tyypillisiä käytönpalautuksen kytkentä-tilanteita ja tutkimalla releiden mittaamia virtoja ja jännitteitä. Simuloinneissa käytettiin yksinkertaista verkkomallia, jossa oli yksi generaattori ja kolme muuntoasemaa. Tulosten perusteella valittiin edustavat testit releiden laboratoriotesteihin. Laboratoriotesteissä releisiin syötettiin simuloituja jännitteitä ja virtoja ja seurattiin releiden käyttäytymistä. Tulosten perusteella havaittiin, että nykyaikaiset digitaaliset suojareleet eivät laukaise aiheetta vaikeissakaan transientti-ilmiöissä. Toisaalta releet eivät välttämättä kykene toimimaan käytönpalautuksen aikaisissa maasuluissa matalan vikavirtatason johdosta. Tulosten perusteella suositellaan muuntajien tähtipisteiden vahvempaa maadoitusta heikon verkon tilanteessa. Myös distanssireleiden maasulkuhavahtumista on suositeltavaa herkentää niissä releissä, joissa voidaan hyödyntää maasulkuhavahtumisen stabilointia.

The Finnish transmission system operator Fingrid Oyj has an obligation to develop power system restoration procedures to restore the system back to the normal state after a serious disturbance. This work focused on the bottom-up strategy, where the power system is particularly weak and the switching operations during the restoration may cause significant transients. This master’s thesis studied the performance of the protection and control systems during the restoration, and the applicability of the selected protection functions and settings to the operation of a weak power system. The aim was to identify and prevent unintentional trips caused by the switching transients during the resto-ration, which would delay the system restoration. First, the work analyzed the protection and control principles and the restoration related transient phenomena in order to identify the most critical protection systems during the restoration. Based on this, transformer differential and distance protections were selected for further analysis. The COMTRADE data required for relay tests was generated using PSCAD transient simulation software by simulating typical switching situations and analyzing the currents and the voltages measured by the relays. The study was performed using a simple power system model with a single generator and three substations. Based on the results, the most representative cases were selected for the laboratory tests of the relays. In laboratory tests, a testing device was used to feed the simulated voltages and currents to the relays and monitor the behavior of the relays. The results show that the studied modern digital protection relays do not trip erroneously even in case of difficult transient situations. On the other hand, the relays may not be able to operate in case of single line to ground faults due to the low fault current level. Based on the results, it is recommended to add the grounding points and reduce the grounding impedance of the transformer neutrals in the weak grid situation. Further, the earth fault current threshold is recommended to decrease in the relays with implemented earth fault current stabilization.
