Abstract
Tässä diplomityössä tutkitaan viiden suomalaisen tavarasataman ajoneuvoliikenteen opastuksen menetelmiä. Tutkimuksen perustan muodostivat satamavierailut, jotka tehtiin elokuun 2008 ja toukokuun 2009 välillä. Tutkimusta varten haastateltiin satamien edustajia sekä kyseisissä satamissa vierailleita rekkakuljettajia. Lisäksi satama-alueilla käytiin valokuvaamassa opastusmenetelmiä. Satamien liikenteenopastus poikkeaa tiealueiden opastuksesta muun muassa siinä, ettei entisen Tiehallinnon ohjeita ole pakko kaikilta osin noudattaa suljetulla satama-alueella. Tästä huolimatta kaikissa tutkimussatamissa ohjeita oli käytetty liikenteenohjaus suunnitelmien pohjana. Suunnittelukonsulttien käyttö on yleistynyt viime vuosikymmeninä voimakkaasti. Satamat ovat jatkuvasti muuttuvia liikenneympäristöjä. Uutta Vuosaaren satamaa lukuun ottamatta satamien liikenteenopastusta ei ole päästy suunnittelemaan kokonaisuutena, vaan muutoksia toteutetaan vähitellen. Kaikissa tutkituissa satamissa on olemassa suunnitelmia tulevista muutostöistä. Satamien liikenteenopastuksen suunnitteluun vaikuttaa voimakkaasti alueen laajuus. Pienimmät satamat ovat selkeitä melko vähäiselläkin opastuksella, kun taas isoissa opastusta tarvitaan enemmän. Satamien opastuksessa pitää kiinnittää huomiota siihen, kuinka helposti kuljettajat löytävät oikeat lastin purku- tai lastauspaikat, ja miten erityyppisten kuljetusten liikennettä opastetaan. Lisäksi opastuksen haasteena on työkoneliikenteen, muun ajoneuvoliikenteen ja kevyen liikenteen erottaminen toisistaan. Liikennemerkkitaulujen pohjamateriaali ja kalvon heijastuvuus vaihtelevat satamissa sen mukaan, minkä ikäisiä merkit ovat. Uusimmat merkit täyttävät samat vaatimukset kuin tiealueilla käytettävät merkit. Satamissa liikennemerkkipylväät on kiinnitetty usein siirreltäviin betonialustoihin. Opasteissa käytettävien kielten valinnassa ei noudateta yhtenäistä linjaa ja käytäntö voi vaihdella samankin sataman sisällä. Vuosaaressa, Turussa ja Raumalla tiemerkinnät tehdään Pääsääntöisesti massalla. Kotkassa ja Naantalissa puolestaan käytetään suurimmaksi osaksi maalimerkintöjä. Erikoismerkintöjä käytetään lähinnä kontti- ja trailerikentillä. Tulevaisuudessa voisi olla järkevää kehittää muuttuviin opasteisiin perustuvia järjestelmiä, joiden avulla voitaisiin antaa kuljettajille ajoneuvokohtaista opastusta, mikä lyhentäisi ajoneuvojen vierailuaikoja satamissa ja vapauttaisi sataman henkilöresursseja Kuljettajat toivovat huomiota kiinnitettävän satamien opastuksessa erityisesti siihen, että purku- ja lastauspaikat olisi helppo löytää, mikä lyhentää vierailuaikoja.

In this study the tools of traffic guidance implemented in five Finnish ports, are compared. The data for this study was gathered by visiting the ports and interviewing the representatives of each port as well as a sample of truck drivers that visited the ports during the survey. The visits to the ports took place between August 2008 and May 2009. Samples of the specific implementations of traffic guidance were photographed. The traffic guidance at ports differs from that used on the public road network. For example, the instructions given by the former Finnish Road Administration are not binding at ports. However, they had been used as guidelines for the traffic plans at all the ports that were visited. In this vein, the use of planning consultants has increased strongly during the last decades. The ports are traffic environments that are under constant change. Except for the new Vuosaari Harbour, none of them has a traffic guidance design that could have been planned at one go. The changes are made gradually. All the ports concerned have plans for some changes in the near future. The extent of the port area has a strong effect on planning the traffic guidance. At the smallest ports there is no need for extensive guidance, whereas at the large ones more guidance is needed. When planning a port's traffic guidance system it is important to bear in mind that for the drivers it is most important to be able to find the spot of loading and unloading easily. Different types of traffic should be guided to their own routes soon enough after entering the port area. There is also the additional challenge of guiding working vehicles and the rest of the traffic separately. The materials and their reflectance properties in the road signs at ports distinguish the old sign types from the new ones. The new signs meet the same demands as the ones used on roads in the public road network. At ports a lot of road signs are attached to movable concrete bases. There is no common standard for the languages used on the signs even within a single port. At the Ports of Vuosaari, Turku and Rauma, thermoplastic is the material mostly used for making road markings. At the Ports of Kotka and Naantali, paint is most common. Special markings are used on container and trailer areas. In the future it would be reasonable to develop systems based on interactive signs that can be quickly adapted to the demands of the specific circumstances, e.g. providing vehicle-specific instructions to drivers. Giving private guidance to each vehicle would reduce the time spent at the port and free the personnel of the port to other tasks besides guidance. For the truck drivers it is most important to find easily the loading and unloading areas and to be able to cut down the time spent at the port.
