Abstract
Diplomityössä käsitellään Turun keskustan luoteispuolella sijaitsevan Saukonojan puronvarren ympäristön roolia osana Turun keskusta-alueen kehitystä. Työssä tehdään kehityssuunnitelma Saukonojan alueelle, jonka avulla tutkitaan pienten virtavesien sekä niitä ympäröivien alueiden mahdollisuuksia kaupungin tulevassa muutoksessa. Turun kaupungin keskeisenä tavoitteena on rakentaa kaupungin elinvoima sekä kasvu ekologisesti, sosiaalisesti ja taloudellisesti kestävälle perustalle. Työssä tutustutaan aluksi Turun kaupunkiin sekä kaupungin tulevaisuudensuunnitelmiin, jonka jälkeen siirrytään työlle tärkeisiin aiheisiin sekä niiden merkitykseen Turussa. Työlle merkityksellisiä aiheita ovat kestävä kehitys, ekosysteemipalvelut, sekä viher- ja siniverkosto. Analyysiosasta johdetaan työn visio. Työn visiona on luoda Turkuun kestävä kaupunkirakenne, jonka suunnittelussa otetaan huomioon kaupunkilaisten hyvinvointi, luonnon monimuotoisuus sekä kaupunkiympäristön houkuttelevuus. Visiossa kaupungin kestävyyttä on parannettu toimin, jotka eheyttävät kaupungin erilaisia yhteyksiä, muodostavat luonnon elementtejä, kohentavat hulevesien luonnollista hallintaa, mahdollistavat kaupunkilaisten aktiivisuuden, edistävät kulttuuritoimintoja, eheyttävät pienmaisemaa, sekä vahvistavat kaupungin positiivista imagoa. Työn visio tiivistetään seitsemään eri osatavoitteeseen, joita kaupungin kehitettävillä alueilla voidaan eri kehitystoimin toteuttaa. Osatavoitteiden mukaiset kehitystoimet määräytyvät kunkin alueen ominaisuuksien ja mahdollisuuksien mukaan, ne valitaan aluekohtaisesti. Työssä kuvaillaan mitä yhtä tai useampaa kestävän kehityksen osa-aluetta vision kukin osatavoite toteuttaa. Työn konsepti perustuu kaupunkipurojen tarjoamaan potentiaaliin – merkityksellisiin toisiinsa sidoksissa oleviin paikkoihin – joita työn suunnitelmassa kehitetään Saukonojan alueella. Kunkin purouoman varrelle muodostuu omalaisensa sarja toisiinsa yhteydessä olevia paikkoja, tähtiä, joten jokainen virtaava pienvesi muodostaa yksilöllisen tähtikuvionsa. Kaikki purot ja joet yhdessä muodostavat kestävän kehityksen tähdistön. Vision ja konseptin esittelyn jälkeen työssä tarkastellaan lähemmin työn kohdealuetta, sekä alueen nykytilaa että alueelle kaavailtuja suunnitelmia. Saukonojan suunnittelualueen rajauksen periaate perustellaan, ja jaetaan työn konseptin mukaisesti osa-alueisiin. Osa-alueet rajautuvat sekä alueen luonteen, toiminnan että maiseman mukaan, ja ne on nimetty kunkin alueen merkittävimmän kohdan – tähtikuvion tähden – mukaan. Osa-alueiden nimet ovat Satama, Muhkuri, Pukkila, Kylänalustanpuisto, Vätinpuisto, ja Koroinen. Jokaisen osa-alueen kohdalla käydään läpi alueen perustietojen lisäksi ne vision osatavoitteet sekä osatavoitteiden mukaiset kehitystoimet joita kullakin osa-alueella voidaan toteuttaa. Lisäksi osa-alueiden kohdalla esitellään esimerkkikohteita, joissa on toteutunut työn suunnitelmalle asetettuja tavoitteita. Saukonojan tarkasteluun perustuen suunnittelualueelle laaditaan kehityssuunnitelma, jossa pyritään vastaamaan työn vision tavoitteisiin. Saukonojan kehityssuunnitelman ytimenä on kolme työlle tärkeintä elementtiä, jotka ovat purouoma, viheralueet, sekä reitit. Näille elementeille yhteistä on se, että ne liittyvät alueiden yhdistämiseen. Puro on elementeistä keskeisin, sillä se muodostaa suunnitelman ytimen, jota muut elementit seurailevat. Kehityssuunnitelmassa esitetyt toimet vision toteuttamiseksi on valittu kunkin osa-alueen ominaisuuksien mukaan, joten kehityssuunnitelmassa on pystytty ottamaan huomioon aluekohtaisten ominaisuuksien ja käytettyjen toteutuskeinojen yhteensopivuus. Lopuksi työssä käydään läpi miten puroalue on vastannut sille asetettuihin tavoitteisiin, sekä pohditaan kehityssuunnitelman vaiheistusta ja toteutettavuutta.

The thesis deals with the role of the environment of the Saukonoja River in the northwest of the center of Turku as part of the development of the center of Turku. The work involves a development plan for the Saukonoja area, which will investigate the potential for small streams and their surrounding areas in the city's future transformation. The key objective of the City of Turku is to build the city's vitality and growth on an ecologically, socially and economically sustainable basis. First, the circumstances of the city of Turku and the future plans of the city are considered, after which the important themes of the work and their significance for Turku are presented. The topics most relevant to the work are sustainable development, ecosystem services, and the green and blue network. The vision of the work is derived from the analysis section. The vision of the work is to create a sustainable urban structure in Turku, which takes into account the wellbeing of the city, biodiversity and the attractiveness of the urban environment. In the vision, the city's endurance has been improved by integrating and enhancing the city's various connections, creating natural elements, enhancing the natural management of storm water, enhancing urban activity, promoting cultural activities, unifying landscapes, and strengthening the city's positive image. The vision of the work is converted into seven different objectives that can be implemented in different areas of development in the city's development areas. The actions according to the objectives are determined by the characteristics and possibilities of each region. The work describes what aspects of sustainable development are implemented in each objective of the vision. The concept of the work is based on the potential of urban streams – meaningful interconnected places - that the work proposes for development in the Saukonoja area. A series of interconnected places, like ‘stars’, are formed along each stream, so each flowing small water forms its unique configuration of ‘stars’. All streams and rivers together form a ‘constellation’ of sustainable development. After presenting the vision and concept, the work looks closer to the focus area of the work, both the current state of the area and the future plans for the area. The principles for framing the Saukonoja design area are explained and the area is divided into subareas, according to the concept of the work. The sub-areas are shaped by their character, the functions and the landscape of the region, and are named for the most important point – ‘star’ – in each area. The names of the subareas are Satama, Muhkuri, Pukkila, Village Village Park, Vätinpuisto, and Koroinen. Each sub-area is analyzed according to the vision objectives and the developmental actions that can be implemented in each sub-area are presented, in addition to relevant basic information. Examples of reference cases, where the objectives set for the work plan have been implemented, are presented for each sub-area. Based on the analysis of Saukonoja, a design plan is drawn up for the design area, which aims to meet the objectives of the vision. The core of the Saukonoja development plan is the three most important elements of the work, the stream, green areas, and routes. A common denominator for these elements is that they all are relevant for the combination of regions. The stream is the most important element, as it forms the core of the plan, followed by the other elements. The actions outlined in the development plan for implementing the vision have been chosen according to the characteristics of each sub-area, so the development plan has been able to take into account area-specific features and their compatibility regarding the means proposed. Lastly, the work examines how the plan for the area has responded to the objectives set for it, as well as considering the phasing and feasibility of the development plan.
