Abstract
Kiinteistövero on Suomessa merkittävä kuntien verotulojen lähde. Kiinteistöverotietoja ylläpitää Verohallinto, joka toimii myös kiinteistöveron kerääjänä. Kiinteistöverotietojen siirtyminen Verohallinnolle tapahtuu Väestörekisterikeskuksen ylläpitämän Väestötietojärjestelmän kautta. Väestötietojärjestelmään tiedot saadaan useilta viranomaisilta, kuten kunnilta ja Maanmittauslaitokselta. Vuosien saatossa sekä viranomaisten että Väestörekisterikeskuksen rekisterien tiedot ovat päivittyneet eri tavoilla, mikä on aiheuttanut virheitä rekisterien välille. Tämän tutkimuksen tavoitteena oli selvittää, kuinka paljon Kouvolan kaupungin rakennus- ja huoneistorekisterin ja sitä kautta Verohallinnon rakennusrekisterin virheet ja ristiriidat vaikuttavat kaupungin kiinteistöveron määrään ja millä tavoilla tietojen päivittäminen olisi mahdollista toteuttaa. Tutkimusongelmaa lähdettiin ratkaisemaan kaksiosaisen tutkimuksen avulla. Tutkimuksen ensimmäisessä osassa suoritettiin teemahaastattelu, jossa kohteena olivat kiinteistöverotietojen päivittämisen jo toteuttaneet kaupungit. Tutkimuksen toisessa vaiheessa tutkittiin kvantitatiivisen analyysin avulla Kouvolan kaupungin alueella rekisteritietojen puutteita ja niiden vaikutusta kiinteistöveron määrään. Kvantitatiivisen tutkimuksen otantana oli 425 kiinteistön alue Kouvolan kaupungin eteläosassa. Haastattelututkimuksen perusteella rakennustietojen päivittäminen oli kannattavaa jokaisessa vertailukaupungissa. Tulosten perusteella tietojen päivittäminen nosti kiinteistöveron määrää projektin aikana keskimäärin 35,70 €/kiinteistö, ja projektin kustannukset olivat 18,50 €/kiinteistö. Tutkimuksessa myös diskontattiin projektien tulot ja menot 30 vuoden ajanjaksolla, jolloin saatiin tarkasteltua projektien todellista kustannus-hyötysuhdetta pitkällä aikavälillä. Tulosten perusteella kustannus-hyötysuhteeksi saatiin keskimäärin 19. Haastattelututkimuksen perusteella rekisteritietojen päivittämisellä saavutettiin vertailukaupungeissa tuloja keskimäärin 352 €/kiinteistö pitkällä aikavälillä. Kvantitatiivisen tutkimuksen perusteella projektin kustannukset (18,60 €/kiinteistö) nousivat hieman siitä saatavia vuosituloja (15,20 €/kiinteistö) suuremmiksi. Kvantitatiivisen tutkimuksen perusteella projektin kustannus-hyötysuhde 30 vuoden aikajänteellä oli 11, joka oli edelleen todella korkea, ja tietojen päivittä-mistä koko kaupungin alueella voidaan pitää tutkimuksen perusteella erittäin kannattavana. Kvantitatiivisen tutkimuksen perusteella kiinteistöverotietojen päivittäminen tulisi tuottamaan kaupungille yli 9 miljoonaa euroa pitkällä aikavälillä. Kvantitatiivisen tutkimuksen perusteella tietojen päivittäminen kannattaa aloittaa asemakaava-alueelta, josta saatiin merkittävästi enemmän kiinteistöverotuloja kuin haja-asutusalueelta. Tutkimuksen tulosten perusteella kiinteistöverotulot nousivat kaikissa tutkimuksessa mukana olleissa kaupungeissa vuositasolla yli 5 % nykyisestä, jota voidaan pitää erittäin merkittävänä muutoksena. Tutkimuksen mukaan lisääntyvien verotulojen lisäksi tietojen päivittäminen parantaa merkittävästi myös kiinteistön omistajien tasapuolista kohtelua.

Property tax is a major source of tax revenue for municipalities in Finland. Property tax information is maintained by the Tax Administration, which also serves as the collector of property tax. Transferring real estate tax information to the Tax Administration takes place through the Population Information System maintained by the Population Register Center. Information in the population data system is obtained from several authorities, such as municipalities and the National Land Survey of Finland. Over the years, data from the registers of both the authorities and the Population Register Center have been updated in various ways, which has caused errors between the registers. The aim of this study was to find out how much the mistakes and conflicts in the building register of the city of Kouvola and, consequently, the mistakes in the Tax Administration Building Registry, affect the amount of city property tax and how it could be possible to update the data. The research problem was solved by a study conducted in two parts. The first part of the study consisted of a theme interview, focusing on cities that have already updated their real estate taxation data. In the second phase of the study, quantitative analysis was used to study the lack of register information and their impact on the amount of property tax in the city of Kouvola. The source material for this quantitative research consists of an area of 425 properties in the southern part of Kouvola. Based on the interview study, updating building data was profitable in every comparative city. Based on the results, updating the information raised the average real estate tax during the project by an average of € 35.70 per property, and the project cost was € 18.50 per property. The study also discounted the revenue and expenditure of the projects over a period of 30 years, which resulted in an estimation of the real cost-benefit ratio for the projects over the long term. Based on the results, the average cost-benefit ratio was 19. According to the interview study, updating the register data resulted in an average income of 352 € / real estate in the comparative cities in the long run. The quantitative study shows that the project cost (€ 18.60/real estate) increased to a level slightly above the annual income (€ 15.20/real estate). The quantitative study shows that the cost-benefit ratio of the project over a 30-year time span was 11, which was still high, and, according to the study, updating data throughout the city could be considered highly profitable. The quantitative study shows that, over the long term, updating property tax data should provide the city with over 9 million euros. The quantitative study also shows that it is advisable to start updating data from areas belonging to the city plan. This increased property tax revenues much more than in sparsely populated areas. Based on the results of the study, the property tax revenue increased, on an annual basis, more than 5% in all cities involved in the survey, which can be considered a very significant change. According to the study, in addition to increasing tax revenue, updating the data also significantly im-proves the equal treatment of property owners.
