Future needs for mission critical communications and their impact on a business model

Abstract

The role of mission critical communication systems in a modern society increases as they are a vital part of critical information infrastructures. Organisations that use them maintain critical infrastructures or offer essential services for a society, so the functionality of these networks is important also for the society in general.

The current and future user demands of electric utilities and health care sector for wireless mission critical communication were studied in this thesis. Literature review and expert interviews were used to investigate political, economic, social and technical factors. Another focus in this thesis was on how the companies that provide critical communication systems should take the changing user demands into account.

According to the results both sectors will need diverse communication services using narrowband and broadband technologies. Requirements for critical communication networks are individual for every organisation and their role increases as a part of the core functionalities. Solution and service providers should note this by offering a wide product range that is customised according to the customer needs. Due to the long lifetime of networks, the systems should be easy to integrate and a long-term support is expected from service providers. They should also be flexible and offer modular services to answer the varying user demands. System integration is in a key role to combine the applications together and the users should be able to access the different information systems with only one device.

Langattomien tehtäväkriittisen viestintäverkkojen rooli nyky-yhteiskunnassa kasvaa niiden ollessa tärkeä osa kriittisiä tietoinfrastruktuureja. Niitä käyttävät organisaatiot ylläpitävät yhteiskunnalle kriittisiä infrastruktuureja tai yhteiskunnalle olennaisia palveluita, joten verkkojen toimivuus on tärkeää myös ympäröivälle yhteiskunnalle.

Työssä selvitettiin sähkö- ja terveydenhuoltoalojen nykyisiä ja tulevia käyttäjätarpeita langattomille kriittisille viestintäverkoille. Poliittisia, taloudellisia, sosiaalisia ja teknisiä tekijöitä selvitettiin kirjallisuustutkielmalla ja asiantuntijahaastatteluilla. Toisena tarkastelun kohteena oli, kuinka kyseisiä palveluita tarjoavien yrityksien tulee ottaa huomioon muuttuvat käyttäjätarpeet.

Tuloksien mukaan molemmat toimialat tulevat tarvitsemaan jatkossa monipuolisia viestintäpalveluita sekä kapea-, että laajakaistaisia teknologioita hyödyntäen. Kriittisten viestintäverkkojen tarpeet ovat yksilöllisiä jokaiselle organisaatiolle ja niiden rooli osana ydintoimintoja kasvaa. Palvelu- ja ratkaisutarjoajien tulee ottaa tämä huomioon tarjoamalla laajaa tuotevalikoimaa, joka yksilöidään asiakkaiden tarpeiden mukaisesti. Verkkojen pitkäikäisyyden takia järjestelmien tulee olla helposti integroitavia ja palveluntarjoajilta odotetaan pitkäaikaista tukea. Heidän tulee olla myös joustavia ja tarjota modulaarisia palveluita vastatakseen vaihteleviin käyttäjätarpeisiin. Järjestelmäintegraatio on avainasemassa erilaisten sovellusten yhdistämiseksi. Käyttäjien tulisi pystyä käyttämään erilaisia tietojärjestelmiä yhden laitteen avulla.
