Abstract
Julkisten hankintojen arvo Suomen bruttokansantuotteesta on merkittävä, noin 19 prosenttia, ja määrä kasvaa vuosittain. Julkisyhteisöt ovat velvoitettuja ilmoittamaan kansalliset kynnysarvot ylittävistä hankinnoista hankintailmoitusjärjestelmä HILMAssa. Vuoden 2012 aikana HILMAssa julkaistiin 15 176 varsinaista hankintailmoitusta. Diplomityön tavoitteena on selvittää, miten hankintailmoitusjärjestelmä HILMA toimii rajaesineenä julkisissa hankinnoissa. Rajaesineet ovat konkreettisia tai käsitteellisiä esineitä, joiden tarkoituksena on mahdollistaa ja helpottaa tiedon jakamista yhteisöjen välillä. HILMAn toimintaa rajaesineenä tutkitaan tarkastelemalla, miten yritykset ja julkisyhteisöt näkevät HILMAn tarkoituksen ja miten hyvin HILMA toteuttaa tämän tarkoituksen, sekä miten HILMA vaikuttaa tiedon välittämiseen hankkijoilta potentiaalisille tarjoajille ja miten tätä tiedon välittämistä voitaisiin helpottaa entisestään. Tutkimuksen empiirinen aineisto on kerätty haastattelujen, kyselytutkimusten, tutkimuslomakkeiden sekä ryhmäkeskustelun avulla. Aineisto on sekä kerätty että analysoitu laadullisin menetelmin. Tiedonkeruumenetelmät käsittävät semi-strukturoituja haastatteluja, ryhmäkeskustelun tarkkailemista sekä kyselylomakkeita. Kerätystä datasta – haastattelujen ja ryhmäkeskustelun litteroinneista sekä kyselylomakkeista – on tehty tekstuaalinen analyysi. Tutkimusta varten aineistoa on hankittu sekä julkisten hankintojen että yrityspuolen edustajilta. Tutkimuksen perusteella hankkijat ja tarjoajat näkevät HILMAn melko samalla tavalla: HILMA nähdään paikkana, johon ilmoitetaan kaikki kansalliset kynnysarvot ylittävät julkiset hankinnat. Näkemykset kuitenkin eroavat toisistaan hieman, sillä tarjoajat tarkastelevat HILMAa myyjän ja hankkijat taas ostajan näkökulmasta. Hankkijat kokevat HILMAn palvelevan tarkoitustaan ongelmista huolimatta melko hyvin, kun taas tarjoajat kokevat, että ongelmien vuoksi HILMA ei täytä tarkoitustaan. HILMA auttaa tiedon välittämisessä jo pelkällä olemassaolollaan: kaikki julkisten hankintojen kynnysarvot ylittävät hankintailmoitukset ovat löydettävissä HILMAsta. HILMAssa on kuitenkin käytettävyysongelmia, jotka hankaloittavat hankintailmoitusten luomista ja täten vaikeuttavat niiden ymmärtämistä ja jotka tekevät hankintailmoitusten löytämisestä vaikeaa. Nämä ongelmat hankaloittavat sekä hankkijoiden että tarjoajien HILMAn käyttöä ja heikentävät HILMAn toimivuutta käytännön rajaesineenä.

The value of public procurements is about 19 percent of Finland’s GDP and the value increases yearly. Public organizations are obligated to announce all the procurements with the values exceeding the national threshold levels in public procurement system HILMA. In 2012, 15 176 procurement announcements were published in HILMA. The goal of this thesis is to find out how the procurement system HILMA acts as a boundary object in public procurement. Boundary objects can be either concrete or conceptual objects, and their purpose is to enable and facilitate knowledge sharing between communities. HILMA as a boundary object is researched by studying how companies and public organizations consider HILMA’s purpose and how well HILMA fulfills this purpose, how HILMA affects transmitting knowledge from procurers to potential tenderers, and how this knowledge transmission could be supported. The empirical data of this study is collected by using interviews, questionnaires, research forms and group conversation. Methods for data collection and analysis are qualitative. Data collection methods include semi-structured interviews, observation of one group conversation, and questionnaires. The collected data has been analysed by using a textual analysis. For this study, data has been collected from both procurer and company representatives. Based on the results of the study HILMA is seen quite similarly by procurers and tenderers – it is a place which contains all the public procurement announcements with the value exceeding the national threshold levels. However, there are some differences in the views. Tenderers consider HILMA from the seller’s point of view, whereas procurers look at it from the buyer’s point of view. Procurers feel that despite some problems, HILMA fulfills it purpose quite well, whereas tenderes feel that because of the problems HILMA does not fulfill its purpose. HILMA assists knowledge transmission simply by existing: all public procurement announcements with the value exceeding the national threshold levels can be found there. However, the usability problems in HILMA complicate the creation of the announcements and therefore reduce the understandability of the announcements. The usability problems also make it difficult for companies to find the proper procurement announcement in the first place. Consequently, these perceived problems complicate the use of HILMA and make HILMA as a boundary object-in-use less operational.
