The Feasibility and models for heat trade between district heating companies in the Helsinki Metropolitan Area

Abstract

District heating has a notable position in Finnish heating markets and especially high-density built areas such as the Helsinki Metropolitan Area are expected to remain vital areas for district heating in the future. Despite this, the challenges and uncertainties related to the business environment are creating pressures on the profitability of the district heating business. Therefore measures to gain better operational flexibility and more efficient resource use are needed. Thus, this study concentrates on the feasibility and model alternatives for heat trade between the district heating companies in the Helsinki Metropolitan Area.

In order to define the theoretical potential of the heat trade between the district heating companies; Helsingin Energia, Fortum Oyj, Vantaan Energia Oy and Keravan Energia Oy, a model for joint optimization of the capacities in district heating networks was created. The maximum heat transfer constraints of interconnections were not considered. Based on the results, the potential was identified as substantial although the costs savings are approximately 3 per cent of the total production costs in the area. Reductions in fuel usage and CO2 emissions has also been identified.

Developing the inter-firm collaboration and alternatives for heat trade have been studied and presented based on literature and interviews. A more detailed analysis of 3 different models has been made for the Helsinki Metropolitan Area. Based on SWOT analyses, the best benefits were identified to be gained when joint optimization is performed. However, in order to succeed this model requires close collaboration and trust between the companies. Therefore a gradual development of the collaboration may be required. Thus, a block trade model is expected to be a feasible model to start with. One of the important issues related to collaboration is also how the benefits should be shared so that it is considered fair and participants are committed to the cooperation. Therefore a benefit allocation model suggestion based on cooperative game theory and the Shapley value has been presented.

Kaukolämmöllä on huomattava asema Suomen lämmitysmarkkinoilla, ja varsinkin tiheästi asutetuilla alueilla kuten pääkaupunkiseudulla on hyvin todennäköistä, että näin tulee olemaan myös tulevaisuudessa. Tästä huolimatta paineet toiminnan kannattavuudesta lisääntyvät jatkuvasti. Jotta haasteisiin pystytään paremmin vastaamaan, on tärkeää että toimintaan saadaan entistä enemmän operatiivista joustavuutta ja tehokkaampaa resurssien hyödyntämistä. Näin ollen työssä on tutkittu kaukolämpöyhtiöiden välisen lämpökaupan toteuttamiskelpoisuutta pääkaupunkiseudulla ja kartoitettu vaihtoehtoja kaupankäynnin malliksi.

Pääkaupunkiseudulla toimivien kaukolämpöyhtiöiden; Helsingin Energia, Fortum Oyj, Vantaan Energia Oy and Keravan Energia Oy välisen lämpökaupan teoreettisen potentiaalin arvioimiseksi on luotu yksinkertainen optimointimalli eri verkkoalueilla sijaitsevien kapasiteettien yhteisoptimointia varten. Kapasiteetin maksimisiirtorajoituksia ei optimoinnissa huomioitu. Tulosten perusteella lämpökaupan potentiaali voitiin todeta huomattavaksi, vaikkakin kokonaiskustannuksiin verrattuna kustannussäästöt ovat noin 3 prosentin luokkaa. Myös polttoaineen käytön ja tätä kautta myös CO2 päästöjen vähentyminen voitiin todeta.

Kirjallisuuden ja haastatteluiden pohjalta on yritysten yhteistyön kehitystä ja eri mallivaihtoehtoja esitelty. Näiden pohjalta on tehty tarkempi analyysi kolmesta eri mallista pääkaupunkiseudun lämpökauppaa varten. SWOT analyysin perusteella on voitu todeta, että paras hyöty saavutetaan yhteisoptimoinnin avulla. Tämä malli vaatii kuitenkin hyvin läheistä yhteistyötä ja luottamusta eri yritysten välillä onnistukseen ja näin ollen asteittainen yhteistyön kehittämisen voi olla viisasta. Näin ollen blokkikauppa nähdään hyvänä tapana aloittaa. Yhteistyön onnistumisessa hyvin tärkeänä elementtinä on myös hyötyjen tai kustannusten jakaminen. Näin ollen työssä on esitelty ehdotus kooperatiiviseen peliteoriaan ja Shapleyn arvoon perustuvasta hyödynjakomallista.
