Abstract:Plot allocation has a significant impact in promoting the goals a city has for its strategical urban area, land use and economic policy. The study delved into the plot allocation process, the obligations concerning plots by their sources of origin (plot reservation and allocation conditions and local detailed plan regulations) and the statutory boundary conditions. In the comparison of the results of the content analysis and the empirical research, both views that support current practices and those that deviate from them were identified. Views of public and private sector experts were identified on the presentation and monitoring of conditions, and the current state and development needs of the plot allocation process in Helsinki. A more flexible local detailed plan would enable the city to control planning and construction on a case-by-case basis by making use of plot reservation and allocation conditions while allowing operators the liberty to resolve regional obligations internally. Conditions that are subject to laws and other regulations should not be presented in the sources of origin. Without interfering in the modes of intervention, legislation obliges the city to maintain an active land policy and the principles of good governance. It also sets requirements for the content of the local detailed plan regulations and plot allocation conditions but not for the content of plot reservation. The Land Property development and plots unit monitors the implementation of the conditions regarding plot reservation and allocation while the Building Control unit monitors the implementation of the regulations on the local detailed plan. |
